
Regarding the Land Law (amended), delegates attending the conference focused on discussing and contributing opinions on land classification; land policies for ethnic minorities; rights and obligations of economic organizations and public service units using leased land and paying annual land rent. Some opinions proposed clarifying land recovery for socio-economic development for national and public interests; land allocation and lease through land use rights auctions; land fund development, management and exploitation. Granting certificates to households and individuals currently using land without documents on land use rights, not violating land laws, not falling into cases of land allocation beyond authority...
Participating in the Law on Water Resources (amended), delegates proposed to review the overlap in basic water resources investigation activities; add the marking of landmarks to the Government's regulations on establishing and managing water resource protection corridors; clarify regulations on preventing and combating landslides of river and lake beds, banks, and beaches. At the same time, add regulations on resolving disputes over water resources; register and grant licenses for exploiting and using water resources; measures for using water in a circular, economical, and effective manner; inspection, examination, handling of violations, complaints, and denunciations about water resources, etc.

Delegates also proposed to supplement and clarify regulations on converting the purpose of using individual houses to mini apartments for the Housing Law (amended); regulations on housing construction projects for sale of land or construction of raw houses for sale; subjects and conditions for enjoying social housing support policies. It is necessary to specify the forms and principles for implementing social housing support policies; forms of social housing development; regulations on the Vietnam General Confederation of Labor to participate in social housing investment.
Regarding the Law on Citizen Identification (amended), delegates proposed clarifying the electronic identity of Vietnamese citizens; considering clarifying biometric information on DNA and voice collected when people voluntarily provide it or during the process of resolving cases according to assigned functions and tasks; clarifying the subjects who are not yet of age to change their ID cards. Specific information of citizens in the national database on population and information in the ID database; contents shown on the ID card; people who are issued ID cards; integrating information into the ID card; issuance and management of electronic ID cards...
On behalf of the Provincial National Assembly Delegation, Comrade Lo Thi Luyen received the opinions and suggestions of the delegates at the conference. The Provincial National Assembly Delegation will synthesize them fully and honestly to report to the National Assembly Standing Committee for study and acceptance to complete the draft laws before submitting them to the National Assembly for consideration and approval in the next session. The Provincial National Assembly Delegation hopes that the delegates will continue to have practical comments in writing, contributing to bringing the draft laws to reality and into life.
