At the meeting , the Provincial People's Council listened to an important speech by Comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee . He assessed and acknowledged the results of the implementation of the tasks of socio-economic development, ensuring national defense and security in the first 6 months of the year and directed the key tasks and solutions in the last 6 months of 2024; at the same time, there were directions for leadership and direction of the activities of the Provincial People's Council; The Provincial People's Council would like to seriously accept the instructions of the Comrade, to continue to successfully implement the goals and tasks in the coming time, meeting the expectations of voters and people in the province.
... At this session, the Provincial People's Council spent a lot of time discussing and reviewing reports, submissions, and draft resolutions submitted by agencies in accordance with the law. The Provincial People's Council acknowledged the efforts of the Provincial People's Committee, sectors, and levels in the process of directing, operating, and organizing the implementation of goals, tasks, and solutions for socio-economic development, ensuring national defense and security according to the Resolution of the Provincial Party Committee and the Resolution of the Provincial People's Council in the context of advantages and many intertwined difficulties and challenges.
Through discussion, the Provincial People's Council unanimously assessed that in the first 6 months of 2024, economic growth (GRDP) continued to be maintained at a fairly high level (estimated at 8.75%) ; tourism is a bright spot in economic growth; events and activities within the framework of the National Tourism Year - Dien Bien 2024 and the 70th Anniversary of Dien Bien Phu Victory were organized thoughtfully, solemnly, safely, and friendly, recognized and highly appreciated by all classes of people and soldiers nationwide, building and spreading the good image of Dien Bien; administrative reform, improving the investment and business environment, attracting investment achieved positive results; poverty reduction and social security continued to be well implemented; disease prevention, control and food hygiene and safety in the area were well implemented...
However, the Provincial People's Council also frankly pointed out the limitations in the implementation of tasks of all levels and sectors, such as: Economic growth rate increased quite high (8.75%) but did not reach the set target; the agricultural, forestry, fishery and industrial and construction sectors achieved lower than planned; budget revenue in the area was low; revenue from land use has not been implemented, so many projects using this capital source have been stalled; progress in disbursing public investment capital is low; implementation of some key projects is slow; mobilization of total social investment capital is low; many non-budget investment projects do not ensure progress according to approved policies and granted certificates... At the same time, the People's Council analyzed and forecasted the advantages, difficulties, challenges and identified the main tasks and solutions in the last 6 months of the year. The Provincial People's Council requested the Provincial People's Committee, all levels and sectors to focus on and proactively implement synchronously, comprehensively and effectively the tasks of socio-economic development, ensuring national defense and security, in the last 6 months of the year, striving to achieve economic growth at over 12.7% to ensure the completion of the year's target (the growth target in 2024 is 10.5%) .
The Provincial People's Council unanimously passed 14 important resolutions on socio-economic development, ensuring national defense and security, finance and budget, public investment, land, training cooperation between Dien Bien province and the provinces of Northern Laos, implementing democracy at the grassroots level; supervision activities of the Provincial People's Council... and policies in the fields of education and internal affairs (including 03 QPPL Resolutions). In order for the Resolutions to soon come into reality and successfully implement the goals and tasks of socio-economic development and ensuring national defense and security in 2024, the Provincial People's Council requests the Provincial People's Committee, branches and levels to urgently have plans to concretize and effectively implement the contents of the above important resolutions; propagate and mobilize people and businesses to agree and successfully implement the set goals and tasks. In particular, with the content of piloting decentralization for Tuan Giao district to manage and organize the implementation of national target programs for the period 2024 - 2025, this is a new policy, the implementation time is not much, therefore, the Provincial People's Council requests the Provincial People's Committee to strengthen leadership and direction; request the Party Committee and government of Tuan Giao district - the locality selected for the pilot decentralization to carefully study, closely follow the provisions of the law, instructions of the central government, of the province, be determined, act resolutely, unify implementation, be creative, innovate to effectively implement the National Target Programs in the area, for the common benefit of the people.
The supervision work at the session was carried out seriously, responsibly, effectively and in accordance with the law. The Provincial People's Council reviewed the results of the thematic supervision of the Provincial People's Council through photo reports, which is an important new point of the Provincial People's Council in the 15th term, affirming the high determination of the Standing Committee of the Provincial People's Council and the agencies of the Provincial People's Council in continuing to research, innovate, improve the quality and effectiveness of the People's Council's operations; the settlement of voters' opinions and recommendations was focused on, focused on and made efforts by the Provincial People's Committee, all levels and sectors. The questioning activities continued to have many innovations, were substantive and frank, and received attention from voters, people and delegates.
