In recent times, in order to make the work of receiving people, handling petitions, resolving complaints and denunciations (KNTC) regular, high quality and effective, the Provincial Party Committee and the Provincial People's Committee have focused on leading and directing agencies, units and localities to thoroughly grasp and strictly implement legal documents and instructions from the Central Government and the province. Directing and urging all levels, sectors and localities to improve the responsibility of leaders in the work of receiving people and resolving KNTC. Strengthening coordination and promoting the combined strength of the entire political system in the work of receiving people and resolving KNTC. Every year, the Provincial People's Committee issues a plan to inspect, review and direct departments, branches, sectors, People's Committees of districts, towns and cities to carry out self-inspection.

From 2022 to June 30, 2024, the province received 3,235 visits with 3,991 citizens; received 5,100 petitions; 4,158 petitions were eligible for processing with 4,158 cases. Regarding the settlement of complaints and denunciations, the total number of petitions under its authority was 73, of which 60/73 petitions were resolved; the number of cases under its authority was 34 petitions, 34 cases, of which 31/34 cases were resolved.

With the attention and direction of the Provincial Party Committee and the Provincial People's Committee; with the guidance of the Government Inspectorate, the coordination of departments, branches, sectors, organizations, and localities, the State management of citizen reception, handling, and settlement of complaints and denunciations has been gradually improved, contributing to the completion of the province's political tasks.

Speaking at the working session, Head of the working group Nguyen Duy Binh assessed that the work of receiving citizens and handling complaints and denunciations has been directed by the People's Committee of Dien Bien province, especially the periodic reception of citizens by the heads of administrative agencies at 3 levels in the locality, linking citizen reception with complaint and denunciation settlement. He requested the People's Committee of Dien Bien province to pay more attention to the staff receiving citizens, especially the specialized staff. Pay attention to allocating resources for training, fostering and coaching the staff working on receiving citizens and handling complaints and denunciations; especially skills and experience in receiving citizens and handling petitions related to personnel work of Party Congresses at all levels, candidates for election of People's Council Deputies and National Assembly Deputies for the 2026 - 2031 term.

Standing Vice Chairman of the Provincial People's Committee Pham Duc Toan accepted the opinions of the Working Group. In the coming time, Dien Bien province will continue to proactively and promptly handle and resolve complaints and denunciations, especially those involving large crowds, complicated and prolonged cases; monitor and grasp the situation to resolve them as soon as they arise, not allowing "hot spots" to arise that cause complications in political security and social order. Step up propaganda, dissemination and education of laws on citizen reception and complaint settlement; strengthen grassroots mediation and state management of citizen reception and complaint settlement. Pay close attention to the grassroots, listen to people's thoughts and aspirations, promptly conduct dialogues and direct reasonable and reasonable resolution, ensuring the legitimate rights and interests of the people.

Dien Bien province recommends and proposes to advise on the completion of the Law on Citizen Reception in line with the Law on Complaints and Petitions; Decree regulating administrative sanctions for violations in the field of citizen reception and complaints and petitions; regulations on reviewing decisions on handling administrative complaints that have come into legal effect and are found to have violations. Develop a coordination regulation between the Central Citizen Reception Committee and localities; promptly issue documents guiding the regulations on the process of handling citizens' petitions and complaints. Upgrade and complete the national database system on complaints and petitions in accordance with current legal documents. Organize training for localities to use the software of the national database system on complaints and petitions.
