On the afternoon of August 17, the National Assembly Standing Committee gave opinions on the draft plan and outline for supervision of real estate market management and social housing development for the 2015-2023 period.

Standing Vice Chairman of the National Assembly Tran Thanh Man said that the monitoring delegation will directly monitor the management of the real estate and social housing markets at eight ministries and agencies, including the Ministry of Construction, Ministry of Planning and Investment, Ministry of Finance, Ministry of Natural Resources and Environment, Ministry of Justice, State Bank, Government Inspectorate, and State Audit.
In addition, 12 localities including: Hanoi, Ho Chi Minh City, Da Nang, Hai Phong, Can Tho, Binh Duong, Binh Thuan, Dong Nai, Khanh Hoa, Quang Ninh, Bac Ninh, Hung Yen are also under surveillance this time.
Commenting on the monitoring plan, National Assembly Chairman Vuong Dinh Hue said that the monitoring delegation should carefully study the summary reports on the implementation of the Housing Law, the Real Estate Business Law and the inspection reports of the Ministry of Justice.
According to the National Assembly Chairman, if urbanization is too fast, there will be "rows of houses without people living there, ghost neighborhoods, ghost towns, and cities without people". On the contrary, if urbanization is slower than industrialization, housing and social institutions will be inadequate, leading to social instability.
Therefore, the role of regulation and licensing is very important. In reality, there are times when there is a rush of licensing, and other times when there is none, causing an imbalance between supply and demand. "Not only is there an imbalance between supply and demand, but there is also an imbalance in each structure. There is a lot of high-end housing and villas, but there is a lack of more affordable housing or housing with lower incomes, and a lack of social housing," the National Assembly Chairman said.
The National Assembly Chairman also cited the development of social housing, suggesting that this type of housing should only be rented out or purchased in installments, to avoid the phenomenon of buying and reselling or transferring.
"If we still buy outright and sell in installments, this is the low-cost commercial housing segment, not social housing. Currently, this boundary is unclear, so in reality, there is a situation of taking advantage of policies," said the National Assembly Chairman.
On the other hand, according to the National Assembly Chairman, the plan and outline for real estate supervision must clearly identify the key issues of the land-related housing market that need to be resolved in order to propose fundamental solutions. "Our goal is not to own a house, but to solve the problem of having a place to live and a place to live," the National Assembly Chairman noted.
Meanwhile, Vice Chairman of the National Assembly Nguyen Khac Dinh raised the issue that the monitoring plan only mentioned 8 ministries and branches, meaning that some other agencies were missing, but there was no explanation. According to him, many ministries are also building social housing, and if monitoring is not organized at these units, the reason why needs to be clearly stated. Mr. Dinh also said that the monitoring object this time is not the People's Council, which is "not okay", because this is the place to approve plans, land use planning, and projects.

Further explaining, Mr. Vu Hong Thanh, Chairman of the Economic Committee and Deputy Head of the monitoring delegation, said that the People's Council would be added as a monitoring subject if the Standing Committee requested it.
In addition to the 8 agencies that will directly supervise, the Ministry of Public Security, the Supreme People's Procuracy, and the Supreme People's Court will send reports due to their involvement in complicated cases. The monitoring team will study and supplement the monitoring of social housing at the Ministry of Labor, Invalids and Social Affairs.
Deputy Minister of Construction Nguyen Van Sinh also said that he would review and report on some contents that are not within the scope of supervision. For example, the group of policies related to social housing development, there are contents that belong to the national target program that should be brought up, not integrated into the social housing policy.
