Adjusting investment policy for Tuyen Quang - Ha Giang expressway (phase 1)

The conclusion announcement clearly states the adjustment of the investment policy of the Tuyen Quang - Ha Giang Expressway Project (phase 1), section through Tuyen Quang province:

The People's Committee of Tuyen Quang province proposed to adjust the investment policy to 4 lanes, which is necessary, in accordance with the National Technical Regulations on Expressways (minimum scale of 04 lanes) and the direction of the Prime Minister in Official Dispatch No. 16/CD-TTg dated February 21, 2024.

According to the opinions of the Ministry of Planning and Investment and the Ministry of Justice at the meeting, based on Resolution No. 142/2024/QH15 and Clause 3, Article 104 of Decree No. 29/2021/ND-CP dated March 26, 2021, the adjustment of the project's investment policy is under the authority of the People's Council of Tuyen Quang province.

Tuyen Quang Provincial People's Committee received the opinions of the Ministry of Planning and Investment and other agencies, and adjusted the investment policy of the Project to 4 lanes, using the capital source of increased central budget revenue in 2023 to invest in expanding the 22 km section first, the remaining section uses medium-term public investment capital for the period 2026 - 2030; in which, it is noted to calculate the investment plan to phase the works to ensure savings and avoid waste when investing in expansion. Tuyen Quang Provincial People's Committee is responsible for the scope and scale of phased investment, in accordance with the capital balancing capacity.

The Deputy Prime Minister assigned the Ministry of Planning and Investment to guide the People's Committee of Tuyen Quang province to adjust the project's investment policy in accordance with capital balance capacity and legal regulations; the Ministry of Transport to guide the People's Committee of Tuyen Quang province on technical issues, investment phases, and ensuring the route is open by 2025.

For the Tuyen Quang - Ha Giang Expressway Project (phase 1), section through Ha Giang province:

At the 14th meeting of the State Steering Committee for important national and key projects in the transport sector (Notice No. 432/TB-VPCP dated September 24, 2024), the Prime Minister directed: Tuyen Quang and Ha Giang provinces continue to implement the Tuyen Quang - Ha Giang project according to the approved scale; immediately prepare to establish a project to expand to a complete scale to report to competent authorities for decision. Ha Giang province reviews the budget to report to competent authorities to resolve difficulties in local budget capital sources participating in the Tuyen Quang - Ha Giang Expressway Project; propose the Ministry of Planning and Investment to synthesize and report to competent authorities on the application of a special mechanism for procedures for exploiting construction materials for the Tuyen Quang - Ha Giang Expressway Project.

The People's Committee of Ha Giang province coordinates with the Ministry of Planning and Investment to implement the above direction of the Prime Minister, uniformly applying specific mechanisms and policies applicable to the Tuyen Quang - Ha Giang Expressway Project (phase 1), the section passing through Ha Giang and Tuyen Quang provinces.

The Deputy Prime Minister assigned the Ministry of Planning and Investment to preside over and coordinate with the People's Committees of Tuyen Quang and Ha Giang provinces and relevant agencies to review necessary procedures to assign the People's Committees of Tuyen Quang and Ha Giang provinces as the competent agencies to implement the investment expansion (phase 2) of the Tuyen Quang - Ha Giang expressway projects through the area, and report to the Prime Minister.

Requesting the People's Committees of Tuyen Quang and Ha Giang provinces to draw on experience in the work of preventing the Covid-19 pandemic and building the 500KV line 3, Quang Trach - Pho Noi section in the past time to direct the implementation of construction with the spirit of "3 shifts, 4 shifts", "overcoming the sun, overcoming the rain, not losing to storms", "eating and sleeping urgently", "working during the day when there is not enough time, working at night", "only discussing work, not discussing backtracking"; build detailed progress critical paths to complete projects on schedule, contributing to completing the Government's goal of putting 3,000 km of expressway into operation by 2025.

The Tuyen Quang - Ha Giang Expressway Project (Phase 1) is a Group A traffic project, included in the Road Traffic Network Planning, period 2021 - 2030, vision to 2050 approved by the Prime Minister and delegated to the People's Committee of Ha Giang province to approve the investment project.

The project has a total length of 104.5 km, of which 77 km is in Tuyen Quang province and 27.5 km is in Ha Giang province; the starting point is at the intersection of Tuyen Quang - Phu Tho expressway with National Highway 2D, in Nhu Khe commune, Yen Son district (Tuyen Quang); the ending point is in Tan Quang commune (Bac Quang). In Ha Giang province, the starting point connects to the end of Vinh Tuy bridge in Vinh Tuy town (Bac Quang); the ending point is at Km27+480, in Tan Quang commune (Bac Quang).
