Attending the meeting were Deputy Minister of Agriculture and Environment Tran Quy Kien and leaders of units of the Ministry of Agriculture and Environment and related ministries and branches.
On the local side, Permanent Vice Chairman of Binh Phuoc Provincial People's Committee Le Truong Son and Permanent Vice Chairman of Dak Nong Provincial People's Committee Le Trong Yen and leaders of departments, branches and localities attended.
Speaking at the meeting, Deputy Minister Tran Quy Kien emphasized that the Government pays special attention to investment in important national projects and works, key to the transport sector.
In Binh Phuoc and Dak Nong, the Gia Nghia - Chon Thanh Expressway Project is being implemented and is identified as a key project.
This expressway project partly passes through the planning area for exploration, exploitation, processing and use of minerals and mineral reserves.
The Government has directed the Ministry of Agriculture and Environment to coordinate with the two localities to remove difficulties and obstacles to create favorable conditions for the project to be implemented smoothly.
Dak Nong has reviewed the material needs for the expressway section passing through the province. The province has calculated the needs of component projects related to the construction of service roads, overpasses, and compensation and site clearance for the section passing through its province.
The Gia Nghia - Chon Thanh Expressway is over 124km long, of which about 23km passes through Dak Nong. Dak Nong province has reviewed and determined that about 19.5km of the expressway passes through the Nhan Co bauxite mine that has been surveyed and approved for reserves.
Dak Nong is proposing that the Vietnam National Coal - Mineral Industries Group start mining soon to have land to serve the project.
In Binh Phuoc, the Provincial People's Committee has issued a Plan for management, exploitation and demand for minerals as materials for key projects in the area.
Regarding construction stone, the demand for the Gia Nghia - Chon Thanh expressway, the section through Binh Phuoc province, is about 4.5 million m3 . Construction sand is needed, nearly 0.8 million m3 , and landfill soil is needed, about 11 million m3 . Binh Phuoc Provincial People's Committee has planned 17 locations as waste dumps to serve the project.
Through review, Binh Phuoc province determined that the expressway passes through about 150 hectares of land that has been planned for exploration mines and approved bauxite reserves. Some areas have overlap between the planning of landfill mines, waste dump locations and planning of unexplored mines and bauxite reserves.
At the meeting, leaders of relevant departments, branches and units made many recommendations to the leaders of the Ministry of Agriculture and Environment. Regarding common minerals, the two provinces affirmed that the source of raw materials meets the demand for highway construction.
Leaders of the two provinces said that the exploitation and recovery of bauxite ore in the overlapping area is ineffective due to small volume, high costs and the risk of affecting project progress.
Therefore, the two provinces requested the Ministry of Agriculture and Environment to consider and decide whether or not to exploit according to its authority.
At the meeting, representatives of leaders of units of the Ministry of Agriculture and Environment, Ministry of Industry and Trade, and Ministry of Construction answered questions from the two provinces.
According to Deputy Minister Tran Quy Kien, the Gia Nghia - Chon Thanh Expressway is a particularly important project, a national key project of the transport sector. The Prime Minister is particularly interested in directing the project to start construction on April 30, 2025 to celebrate the country's major holidays.
Gia Nghia - Chon Thanh Expressway is a project that was prepared very early by the two provinces of Binh Phuoc and Dak Nong. This project was implemented later, so it has learned from the experience of previously invested expressways.
Basically, specific policies have been raised and included in the resolution by the National Assembly. The Government has given strong direction so that the project can be soon implemented, completed, and put into use to contribute to the overall development of the country.
Regarding common construction materials, Deputy Minister Tran Quy Kien praised the two provinces for proactively reviewing demand and having plans to allocate them for the highway.
However, the two provinces need to have a backup plan and calculate appropriate planning distances for effective construction and to avoid interruptions due to lack of materials.
The issue that the two provinces are particularly concerned about is whether or not to reclaim bauxite on the highway. The two provinces have reported specifically and in detail and affirmed that the reclaiming is not economically effective. The Ministry of Agriculture and Environment fully agrees with this assessment.
The authority to decide whether to reclaim bauxite or not has been stipulated by the Ministry of Agriculture and Environment. Deputy Minister Tran Quy Kien requested that the two provinces have a specific report and agree to propose not to exploit bauxite in the expressway project area so that the Ministry of Agriculture and Environment has a basis for decision and implementation.
"The Ministry of Agriculture and Environment affirms that all difficulties regarding materials and mineral planning of the Gia Nghia - Chon Thanh expressway will be resolved. The goal is to soon deploy the project, speed up the progress and complete it, contributing to the development of the country," Deputy Minister Tran Quy Kien emphasized.
