A Pa Chai Border Guard Station manages and protects the 38.281km long border with 16 border markers, on the two borders of Vietnam - Laos and Vietnam - China. Carrying out border diplomacy, in 2023 alone, A Pa Chai Border Guard Station participated in working delegations of the Provincial People's Committee, the Provincial Border Guard Command, and Muong Nhe District People's Committee to hold talks with the Yunnan Provincial Government and Giang Thanh District Government 4 times. The two sides discussed and agreed on the policy of upgrading the A Pa Chai - Long Phu opening into a pair of bilateral border gates and reopening entry and exit activities at the opening. At the same time, actively propagate the provisions of law to residents on both sides of the border at the opening; contribute to propagating and educating the people of each side to strictly implement border agreements and regulations.
Sharing about the results of border diplomacy, Lieutenant Colonel Doan Thanh Tuan, Political Commissar of A Pa Chai Border Post, said: In addition to organizing regular or ad hoc talks, bilateral patrols, sending letters to border protection forces on the opposite side, the unit regularly coordinates with the Giang Thanh Border Protection Management Company and Long Phu Sub-station, Muong Khang Immigration Station (China) to conduct foreign affairs propaganda in two languages (Vietnamese - Chinese) at the A Pa Chai - Long Phu opening, distributing leaflets to propagate the law to people crossing the two sides of the border. In addition, the unit has advised the locality to organize well people's diplomacy activities; maintain and implement twinning activities between the two communes: Sin Thau and Sen Thuong, Muong Nhe district, Dien Bien province (Socialist Republic of Vietnam) with Khuc Thuy town, Giang Thanh district, City. Pu'er, Yunnan Province (People's Republic of China)... That is one of the "bright spots" in the unit's border foreign affairs work in the past year.

As the only province of Vietnam bordering China and Laos, Dien Bien province has promoted special friendship and comprehensive cooperation with localities sharing the border. Dien Bien has strengthened the organization of Party and people-to-people foreign affairs activities with the northern provinces of Laos and Yunnan province (China). In addition to exchanging delegations, visiting and congratulating on holidays, New Year, National Day and important events of the two countries, the province also creates conditions for mass organizations and people on both sides of the border to participate in cultural and sports exchanges, art performances, visiting relatives, business cooperation, goods exchange...
