A Pa Chai Border Guard Station manages and protects the 38.281km long border with 16 border markers, on the two borders of Vietnam - Laos and Vietnam - China. Carrying out border diplomacy, in 2023 alone, A Pa Chai Border Guard Station participated in working delegations of the Provincial People's Committee, the Provincial Border Guard Command, and Muong Nhe District People's Committee to hold talks with the Yunnan Provincial Government and Giang Thanh District Government 4 times. The two sides discussed and agreed on the policy of upgrading the A Pa Chai - Long Phu opening into a pair of bilateral border gates and reopening entry and exit activities at the opening. At the same time, actively propagate the provisions of law to residents on both sides of the border at the opening; contribute to propagating and educating the people of each side to strictly implement border agreements and regulations.
Sharing about the results of border diplomacy, Lieutenant Colonel Doan Thanh Tuan, Political Commissar of A Pa Chai Border Post, said: In addition to organizing regular or ad hoc talks, bilateral patrols, sending letters to border protection forces on the opposite side, the unit regularly coordinates with the Giang Thanh Border Protection Management Company and Long Phu Sub-station, Muong Khang Immigration Station (China) to conduct foreign affairs propaganda in two languages (Vietnamese - Chinese) at the A Pa Chai - Long Phu opening, distributing leaflets to propagate the law to people crossing the two sides of the border. In addition, the unit has advised the locality to organize well people's diplomacy activities; maintain and implement twinning activities between the two communes: Sin Thau and Sen Thuong, Muong Nhe district, Dien Bien province (Socialist Republic of Vietnam) with Khuc Thuy town, Giang Thanh district, City. Pu'er, Yunnan Province (People's Republic of China)... That is one of the "bright spots" in the unit's border foreign affairs work in the past year.
In the current context, promoting and strengthening traditional relations in general with the two neighboring countries Laos, China and international friends plays an important role. In 2023, Dien Bien province organized 8 high-level delegations to promote trade, investment cooperation and promote the province's unique cultural features and typical products in countries such as Japan, France, Switzerland, Algeria, etc. The Northwest and Ho Chi Minh City Cultural Tourism Week in Luang Prabang province (Lao PDR) has left many good and deep impressions and feelings of international tourists in general and Lao ethnic people in particular. As the only province of Vietnam bordering China and Laos, Dien Bien province has promoted special friendship and comprehensive cooperation with localities sharing the border. Dien Bien has strengthened the organization of Party and people-to-people foreign affairs activities with the northern provinces of Laos and Yunnan province (China). In addition to exchanging delegations, visiting and congratulating on holidays, New Year, National Day and important events of the two countries, the province also creates conditions for mass organizations and people on both sides of the border to participate in cultural and sports exchanges, art performances, visiting relatives, business cooperation, goods exchange... Successfully coordinated the organization of the annual conference between the Secretaries of the Provincial Party Committees of the four northern border provinces of Vietnam and the Secretary of Yunnan province, China as well as regular meetings of the Joint Working Group between the provinces: Dien Bien, Lai Chau, Lao Cai, Ha Giang and Yunnan province.
At the reception of the delegation of the People's Government of Pu'er City, Yunnan Province in July 2023, Comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee affirmed: Recently, the relationship between Dien Bien province and Yunnan province has developed in a very positive direction. Therefore, he hopes that the two sides will continue to promote tourism relations to bring delegations of people and youth to Dien Bien for sightseeing. Along with that, create favorable conditions for Chinese enterprises to connect and trade with Dien Bien and the Northwestern provinces. In particular, pay attention to building infrastructure, upgrading the A Pa Chai - Long Phu opening to a bilateral border gate to bring agricultural and forestry products of Dien Bien in particular and the Northwestern provinces of Vietnam in general to the Chinese market, as well as create conditions for people on both sides to travel, visit relatives, trade and exchange goods through the border gate.
Along with promoting diplomatic relations with localities sharing the border, Dien Bien province also strengthens connections, establishes friendly and cooperative relations, and establishes twinning relations with a number of localities in Japan, Korea, and France. Effectively cooperates with embassies of countries in Vietnam, international organizations, and foreign non-governmental organizations to attract support resources, serve socio-economic development, and improve people's lives in the area. Establishing cooperative and friendly relations with international friends is extremely important to Dien Bien province. Increasingly practical and effective foreign affairs activities have contributed to building a peaceful, friendly border, cooperating and developing with neighboring countries; firmly protecting the independence, sovereignty, territorial security and national border. At the same time, introducing the achievements, economic strengths, and potentials of the country in general and Dien Bien province in particular to foreign partners; create conditions for economic, cultural and social development of the province in the coming time.
