Airbnb service causes chaos in apartment buildings, what is the solution to this chaos?

Firstly, the presence of many guests in the apartment building causes noise and inconvenience to residents. The frequency of movement and use of facilities such as elevators, swimming pools, gyms, etc. by tenants affects the lifespan of the equipment. Not to mention, many short-term tenants do not have the same awareness of protecting property in the building as residents. Strangers coming to the apartment building frequently make residents feel insecure and worried about safety.

Second, in many apartment buildings, there is a deep division between the two groups of owners who rent out short-term apartments and the group of owners who are living there, leading to conflicts. This puts pressure on the management board as well as the management units.

Third, it affects the quality of services and utilities at the project; causing overload for receptionists, cleaners, security guards, maintenance staff, swimming pool staff, etc.

Finally, there is the risk of social evils.

In fact, in the past, the management boards of apartment buildings have provided short-term accommodation services to the ward; posted notices and sent emails to residents confirming that operating apartments as tourist accommodation facilities is a violation of the law, but this service still takes place.

The management unit also requested information registration at the reception desk; installed FaceID or magnetic card recognition systems at the entrances; and divided the use of facilities such as elevators, lobby areas, reception desks, etc. However, changes to the regulations must be approved by the condominium conference. With polarized views in the community, the voting results at condominium conferences are extremely unpredictable.

According to Ms. Tran Minh Ai, Senior Director of Savills HCMC Real Estate Management Department, the Housing Law clearly stipulates that it is a violation for apartment owners to rent out their houses or rooms to tourists for short-term as a tourist accommodation facility. However, many apartment owners still find ways to circumvent the regulations to conduct this business.

Operational solutions from building management boards are just the tip of the iceberg. Short-term accommodation service providers often find ways to work around and circumvent the law.

To thoroughly resolve this situation, Ms. Ai said that the authorities should have comprehensive measures such as providing specific guidance on apartment building management regarding short-term accommodation business activities.

If this activity is banned, the State management agency needs to have deterrent sanctions for violations of the law. If it is allowed, it is necessary to build a transparent management system, requiring hosts (service providers) to register their operating codes with the posted information.

At the same time, it is necessary to work with short-term rental platforms such as Airbnb to control rental listings in apartment buildings.

In addition, support and collaboration from local authorities, building management boards, along with understanding and cooperation from residents and apartment owners will play an important role in the successful implementation of these management measures.
