Recently, General Secretary To Lam signed and issued Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. Notably, the Resolution sets a target of striving for Vietnam's digital economy to reach at least 30% of GDP by 2030.

The Resolution identifies science, technology and innovation as the most important breakthrough factor, playing a decisive role in socio-economic development and preventing the risk of falling behind, especially in the context of the fourth industrial revolution taking place strongly. The Resolution affirms that this is an important breakthrough to turn Vietnam into a developed country.

In particular, the resolution emphasizes the need to promote the role of the entire political system, businesses and people, ensuring the synchronous and effective participation of organizations and individuals in the process of promoting the development of science, technology and innovation.

Notably, the Resolution has set specific targets in the economic sector. The goal is to strive for Vietnam's digital economy to reach at least 30% of GDP by 2030.

Specifically, by 2030 , Vietnam will develop digital government, digital economy, digital society, digital citizens, and digital cultural industry to reach the highest level in the world. Vietnam is among the leading countries in cyber security, safety, data security, and data protection.

The goal is to have at least 5 digital technology enterprises on par with advanced countries.

The contribution of total factor productivity (TFP) to economic growth is over 55%; the proportion of high-tech product exports to the total value of exported goods reaches at least 50%. The scale of the digital economy reaches at least 30% of GDP. The rate of online public service use by people and businesses reaches over 80%; non-cash transactions reach 80%. The rate of enterprises with innovative activities reaches over 40% of the total number of enterprises.

Vision to 2045 , science, technology, innovation and digital transformation will develop steadily, contributing to making Vietnam a developed, high-income country.

Vietnam has a digital economy that accounts for at least 50% of GDP; is one of the digital technology industry centers of the region and the world; is among the top 30 countries in the world in innovation and digital transformation. The rate of digital technology enterprises is equivalent to that of developed countries; there are at least 10 digital technology enterprises on par with advanced countries. Attract at least 5 more leading technology organizations and enterprises in the world to set up headquarters and invest in research and production in Vietnam.

The Politburo also proposed many solutions, emphasizing breakthroughs in innovative thinking, identifying strong political determination, resolute leadership and direction, creating new momentum and new spirit in the whole society in developing science, technology, innovation and national digital transformation.

Along with that, it is urgent and drastic to perfect institutions; eliminate all thoughts, concepts, and barriers that are hindering development; and turn institutions into a competitive advantage in developing science, technology, innovation, and digital transformation.

Increase investment and improve infrastructure for science, technology, innovation and national digital transformation. Develop and promote high-quality human resources and talents to meet the requirements of science, technology, innovation and national digital transformation development...
