Considering that the scientific bonus of only 50 - 100 million VND is not worthy, experts suggest that Ho Chi Minh City increase it to 100,000 - 500,000 USD to attract high-quality human resources.


On the afternoon of January 17, the Department of Information and Communications of Ho Chi Minh City coordinated with the Department of Science and Technology to organize a conference to contribute ideas to the draft action program of the City Party Committee and the plan of the Ho Chi Minh City People's Committee to implement Resolution 57 of 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Mr. Lam Dinh Thang, Director of the Department of Information and Communications of Ho Chi Minh City, said that although the end of the year must focus on preparing for the Lunar New Year, the city's leaders are especially interested in implementing Resolution 57 early with a spirit of urgency and determination.

In the draft action program and implementation plan, Ho Chi Minh City identifies many specific tasks and solutions, assigning responsibilities to each unit along with progress.

Mr. Thang asked experts, scientists, and researchers to give their opinions on 9 contents. The first is to give opinions on orientation for strategic fields that are advantageous, bring quick results, and promote the city's socio-economic development.

Along with that is the solution to mobilize all social resources to participate; mechanisms and policies to facilitate businesses to innovate, create science and technology; develop high-quality human resources for businesses, the State and society.

Director of the Department of Information and Communications of Ho Chi Minh City Lam Dinh Thang said that the department is always ready to receive comments to effectively implement Resolution 57 of 2024 of the Politburo.

Another key issue is the solution to promote digital transformation in state agencies to reduce the workload for civil servants and provide better public services. Regarding the system of evaluation indicators, Mr. Thang said that it is necessary to closely follow international indicators, national indicators and the mark of Ho Chi Minh City.

In addition, the leaders of the Department of Information and Communications also hope to receive solutions to promote the digital economy and artificial intelligence, and promote innovation in the public and private sectors. Finally, in addition to strategic tasks, it is also necessary to identify focused tasks in 2025 to create immediate results and see clear changes.

Honoring scientists, increasing the value of awards

Mr. Khang said that Ho Chi Minh City also has awards, but the award level of only 50 - 100 million is not worthy, and he proposed to increase the award level to 100,000 - 500,000 USD. The policy of honoring with high awards will help scientists earn income, become famous, and have more motivation to research.

Dr. Vo Van Khang, Vice President of the Southern Information Security Association, said that it is necessary to increase the award level for scientists.

Associate Professor, Dr. Nguyen Van Phuong, Head of the Center for Public Management Training and Research, Ho Chi Minh City International University, said that there should be a policy to support postgraduate education as a foundation for further research development. The support should be diversified in form, not necessarily sending personnel abroad because many domestic universities are capable of training international-level human resources.

Regarding capital, this expert analyzed that increasing capital for science and technology without effective disbursement methods would be meaningless. Associate Professor Phuong proposed issuing bonds for science and technology funds, increasing venture capital, and boldly investing in research ideas.

On the other hand, if the projects do not use budget capital, the process needs to be transparent and the procedures need to be simple according to the standards of the funding unit and international standards.

Giving suggestions for priority tasks, Associate Professor Phuong suggested that in the next 5 years, Ho Chi Minh City needs to develop high-tech agriculture, develop core technologies in renewable energy, biomedical technology and pharmaceuticals, and logistics.

'There is data that costs hundreds of billions to create but is left in a safe'

Dr. Tran Thanh Tung, Deputy Head of the Faculty of Information Technology, International University, said that university scientists publish a lot of research but currently lack a mechanism to exploit that research. Scientists themselves are often not good at both research and business.

Therefore, Dr. Tung proposed to establish a department to seek out these experts, negotiate, and find ways to transfer, commercialize, and effectively exploit those research projects.

Meanwhile, Master Bui Hong Son, a World Bank expert, acknowledged that data creation is currently receiving attention but is not shared, even within state agencies.

"There is very valuable data but it is kept in the safe without being used, even though tens of billions of dong are spent, even some projects spend hundreds of billions of dong but cannot be developed," Mr. Son worried, at the same time assessing that without data, it is difficult to develop artificial intelligence.

Experts say it is necessary to share specialized data to gradually form a data economy.

This expert believes that operating a data sharing platform between administrative agencies is necessary, but it is necessary to develop specialized data and promote sharing. For example, to quickly complete construction licensing procedures, in addition to the data of the Department of Construction, there is also specialized data of the three fields of planning, land administration, and fire prevention and fighting.

"If this data is not connected and shared with each other, a new method of operation cannot be formed," the expert said.

In addition, Mr. Son also proposed that Ho Chi Minh City needs to have breakthrough policies to exploit and effectively use data to create new values, gradually forming a data-sharing society and developing a data economy. Experts suggested that Ho Chi Minh City could set a modest goal by 2030 to form a pilot model of the data economy.

Ho Chi Minh City's startups account for 50% of the country's total

According to statistics, the total factor productivity (TFP) index of Ho Chi Minh City in the period of 2016 - 2024 always increased and was at a high level, in which science and technology contributed 74% to TFP growth.

Ho Chi Minh City has an ecosystem of about 2,200 innovative startups, accounting for 50% of the country; more than 200 venture capital funds, 53 startup support organizations, 97 universities and colleges, more than 500 startup events and nearly 80 startup competitions each year.

Ho Chi Minh City's startup and innovation ecosystem is growing stronger and is approaching the group of 100 cities with the most dynamic startup and innovation ecosystems globally.
