Today, September 5, in Hanoi, the 10th Conference of the Central Committee of the Vietnam Fatherland Front (VFF), term IX, 2019-2024, took place.
Member of the Politburo, Secretary of the Party Central Committee, Secretary of the Party Delegation, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Member of the Party Central Committee, Deputy Secretary of the Party Delegation, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha and Vice Presidents of the Central Committee of the Vietnam Fatherland Front chaired the Conference.
Carefully prepare for the 10th Congress of the Vietnam Fatherland Front
Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien affirmed that the Conference was held to focus on discussing and unifying a number of very important contents within the authority to prepare for the successful organization of the 10th Congress of the Vietnam Fatherland Front for the 2024-2029 term.
Implementing Directive 22-CT/TW of the Party Central Committee Secretariat on the Congresses of the Vietnam Fatherland Front at all levels towards the 10th Congress of the Vietnam Fatherland Front for the 2024-2029 term, the Presidium of the Central Committee of the Vietnam Fatherland Front and the Standing Committee have concretized it into a Project, Plan and specific instructions; closely coordinated with Party committees at all levels to direct the organization of the Congresses of the Vietnam Fatherland Front at all levels, basically achieving the set goals and requirements. To date, the Congresses of the Vietnam Fatherland Front at the commune, district and provincial levels have been completed (Ho Chi Minh City will organize the Congress in mid-September 2024, when the organization of the Congresses of the Vietnam Fatherland Front at all levels will be completed).
"The congresses of the Fatherland Front at all levels are truly political activities of profound social significance, receiving the attention of all classes of people and close direction from Party committees at all levels, making a very important contribution to consolidating and strengthening the great national unity bloc in the new revolutionary period," Mr. Do Van Chien affirmed.
The Chairman of the Central Committee of the Vietnam Fatherland Front also said that the draft Political Report to be submitted to the Congress has been widely consulted both inside and outside the Front system, and has now been basically completed. At today's meeting, it will be submitted to the Committee for comments to be received and finalized before being submitted to the 10th Congress.
The 10th National Congress of the Vietnam Fatherland Front is expected to be held over 3 days, October 16, 17, and 18, 2024, at the National Convention Center in Hanoi.
At the conference, Vice President and General Secretary of the Central Committee of the Vietnam Fatherland Front Nguyen Thi Thu Ha presented a report asking for opinions on the contents of a number of draft documents to be submitted to the 10th National Congress of the Vietnam Fatherland Front for the 2024-2029 term (Political report, Term review report, program, working regulations).
It is stated that the process of building, receiving and completing the draft Political Report was conducted methodically and elaborately, with extensive consultation, many steps and rounds through the drafts, and thousands of comments were received. The Party Delegation of the Vietnam Fatherland Front has a Report, submitting it to the Secretariat for comments on the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029.
At the meeting on August 16, 2024, the Secretariat unanimously appreciated the leadership, direction and guidance of the Party Delegation of the Vietnam Fatherland Front in successfully organizing the Congresses of the Front at all levels; carefully prepared the contents of documents, personnel plans, Congress programs and other factors to ensure the organization of the 10th Congress; and basically agreed on the content of the report and proposals and recommendations in the Submission.
Based on the document of the Party Central Committee Office informing the Secretariat's opinion on the content of the Congress organization; on the basis of the comments, the Standing Committee has absorbed and supplemented the draft Political Report and has built appendices on typical and outstanding data and results of member organizations and local Vietnam Fatherland Front Committees to illustrate the Political Report.
According to Ms. Nguyen Thi Thu Ha, on September 4, 2024, at the 20th Conference of the Presidium of the 9th tenure, many opinions assessed that the draft Political Report was of high quality, generality, and assessment throughout the term, which was the basis for ensuring the implementation process and easy post-auditing.
However, it is recommended that the draft Political Report continue to be completed on the theme of the Congress to cover all elements associated with the overall goal of national development and the role and responsibility of the Vietnam Fatherland Front; continue to reflect the real and profound mood of society, the Party's will, the people's hearts, and the challenges facing the great national unity bloc. At the same time, evaluate the outstanding results in the work of social supervision and criticism; continue to consider more lessons learned; complete early to organize widespread consultation among all classes of people through the Front's main information channels...
In addition, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Nguyen Huu Dung presented a Proposal for comments on the proposed list of personnel to participate in the Central Committee, the Presidium, the Standing Committee, and the non-professional Vice Chairman of the Central Committee of the Vietnam Fatherland Front, term X, 2024-2029.
Accordingly, at the Conference of the Presidium of the Central Committee of the Vietnam Fatherland Front, the content of the Personnel Project was agreed upon and the work of preparing personnel for the Central Committee of the Vietnam Fatherland Front, term X, 2024-2029, was highly appreciated. The Conference agreed that the increase in the number of members of the Central Committee of the Vietnam Fatherland Front, term X, is appropriate to the situation of innovation and development of the country; consistent with the number of members approved by the Secretariat, with 405 members, an increase of no more than 5%; personnel fully gathers structures and components.
The number of Presidium members is 72, an increase of 10 compared to the 9th term (equal to 17.8% of the total number of Presidium members over the total number of Committee members; the 9th term had a ratio of 16.1%).
Arousing the strength of national unity
At the conference, delegates focused on discussing the content of the draft Political Report to be submitted to the Congress; the content of amendments and supplements to the Charter of the Vietnam Fatherland Front; expected personnel to participate in the Central Committee, the Presidium, the Standing Committee, and the non-professional Vice Presidents of the Central Committee of the Vietnam Fatherland Front, term X, 2024-2029...
Notably, former Chairman of the Central Committee of the Vietnam Fatherland Front Huynh Dam said that the draft Political Report of the term should focus on the content of "looking back at 40 years of innovation of the Vietnam Fatherland Front according to the Party's guidelines". Because this is not only the Front's perspective on the process of implementing the Party's innovation guidelines for 40 years in its role, position, functions and tasks, but also looking back at the achievements and identifying what needs to be addressed, in order to contribute to supplementing the content of the upcoming 14th National Party Congress documents on the content of summarizing 40 years of implementing the innovation process.
However, according to Mr. Huynh Dam, compared to current requirements and expectations, the Front must strive even more, including in promoting the strength of national solidarity, in performing its role, position, functions and tasks.
“We are proud but not flattered; we must evaluate objectively and seriously to move forward. In the coming time, the Vietnam Fatherland Front needs to arouse the strength of great national unity to realize the aspirations of the Party, Uncle Ho and our people to maintain independence, unity and territorial integrity, for a rich people, a strong country, a fair, democratic and civilized society, and first of all, to successfully implement the goals set by the 13th Party Congress. From there, perfect and make more specific the institutions to promote the role, position, functions and tasks of the Vietnam Fatherland Front in the new period, innovate the content and methods of operation to be more practical and richer, so that the Front can bring happiness to the people” - the former Chairman of the Central Committee of the Vietnam Fatherland Front suggested.
Speaking at the Conference, Chairman of the Vietnam Association of Small and Medium Enterprises Nguyen Van Than mentioned the People's foreign affairs activities in the new period with 3 foreign affairs tasks of the Party, the State and People's foreign affairs. In which, the People's foreign affairs of the Front is a core foreign affairs activity, so in the Political Report, it is necessary to deepen and highlight this factor.
At the same time, the Political Report needs to mention promoting digital transformation, turning it into action and the will of the entire people in digital transformation. To do this, we must promote it strongly as in the Covid-19 pandemic, because this is the only opportunity for our country to get closer to other countries. If we continue to do traditional economy, we will continue to be further and further behind the world.
In particular, with the view that digital transformation is the driving force to bring the country into a new era, Chairwoman of the Hanoi Fatherland Front Committee Nguyen Lan Huong suggested that this content should be expressed more strongly and deeply in the 10th Congress of the Vietnam Fatherland Front. In the 6th Action Program, digital transformation was mentioned, but it is necessary to emphasize more the significance in the Front system, and add indicators in digital transformation. The Congress documents also need to be made according to QR codes, minimizing printing in writing, and gradually using QR codes for installing the Vietnam Fatherland Front Congress app. In addition, the photo exhibition should be associated with 3D digitization, both demonstrating the solemnity of the Congress and affirming the responsibility and determination of the Front to participate in digital transformation.
In personnel work, the Chairman of the Vietnam Fatherland Front Committee of Hanoi City agreed with the plan to increase the number of members of the Presidium, members of the Committee... to meet practical requirements, creating conditions for training Front cadres. However, with the goal of training and fostering Front cadres, it is necessary to pay more attention to the Chairman of the Fatherland Front at the commune level, and structure them into the Standing Committee of the Party Committee (currently the Military Commander or Chairman of the Front at the commune level - more or less affecting the mindset of Front cadres) to create conditions for activities, thereby affirming the current position of the Front.
