Proposal for scientists to benefit from research results

The Ministry of Science and Technology is proposing to the Government and the National Assembly to allow the implementation of a pilot policy mechanism allowing lecturers to establish spin-off businesses within their schools and benefit when research results are transferred.

The information was given by Mr. Pham Duc Nghiem, Deputy Director of the Department of Market Development and Science and Technology Enterprises, Ministry of Science and Technology (Natec) at the conference "Promoting innovation and commercialization of research results", organized by Ho Chi Minh City University of Technology on December 15.

Mr. Nghiem said that through the review, research commercialization activities are hindered by 13 laws and regulations that make it difficult to transfer research results using the budget. Accordingly, the Ministry of Science and Technology reported to the Government and the National Assembly to review and coordinate with relevant ministries and branches to adjust the law, remove policy barriers to create the best conditions for research results to be transferred to businesses for application after completion.

One of the proposals of the Ministry of Science and Technology is to build a sandbox mechanism for research and technology transfer activities in universities. "These are the pillars that play a role in researching and decoding technology to help businesses apply it to actual production," he said.

Given that science and technology are constantly changing, policies are always behind development practices. Accordingly, "there needs to be a model for testing policies when new conditions and requirements arise," Mr. Nghiem said, adding that many countries are actually implementing this.

According to the proposal of the Ministry of Science and Technology, the experimental mechanism can be implemented as allowing lecturers to establish and operate spin-off business models in schools. When commercialization is successful, scientists will receive profits. In addition, there should be a mechanism to allocate research budgets to encourage commercialization and technology transfer by scientists...

Sandbox helps the state quickly create new policies of outstanding nature. Mr. Nghiem said that it is necessary to allow universities, research institutes, and localities, within their scope, to experiment with new models and policies. On that basis, it will help state agencies have practice, summarize and generalize into more practical policies. This is a content that the Ministry of Science and Technology is proposing to the Government and the National Assembly to allow a number of universities to pilot new policy mechanisms within the school. "After 3-5 years of experimentation, we will summarize and generalize into policies to create new conditions for the development and replication of commercialization models," Mr. Nghiem said.

Dr. Pham Tan Thi, Head of Science and Technology - Project Department, Ho Chi Minh City University of Technology, said that in the upcoming orientation, the school wants to become a startup university by developing research topics into intellectual property, as a basis for establishing startups and spin-offs. To do this, it is necessary to have conditions in terms of a synchronous legal framework, expert resources, the ability to improve technology levels to meet social requirements, and form a startup culture... He said that the school needs to cooperate closely with businesses effectively to do a good job of commercializing research results.

Mr. Huynh Van Dong, Director of FYN Company, also suggested that the school needs to have a connection with businesses in the direction that scientists must "eat and sleep" with the production activities of businesses to have a practical approach from practice. He said that research results need to aim at optimizing all production stages of the factory and meeting other requirements such as flexible conversion ability, easy implementation, low cost and efficiency, stability, etc.

In the period 2011 - 2020, commercialization and technology market development activities reached about 20.3%. Particularly, the fields of telecommunications, textiles, mechanical engineering... grew at a three-digit rate. In the business registration system, there are more than 41,000 units with technology transfer consulting services. This is in contrast to the period before 2015, when technology transfer consulting brokerage activities were basically public organizations. According to NATEC leaders, the results show that the science and technology market has developed when many research results are put into production, creating business competitiveness.
