Hanoi Dong Da District proposed to increase the height of Trung Tu apartment complex to 48 floors but not change the population density.

Dong Da District is collecting public opinions on the detailed planning task of renovating and rebuilding Trung Tu collective housing areas, scale 1/500.

According to the description, the expected population of Trung Tu residential area is 8,200, and the surrounding area is over 4,000. The construction density of the entire area remains the same as the urban zoning plan at a scale of 1/2,000 approved by the city in 2012, which is 30-60%. The minimum height is still 2 floors, but with the maximum height, this project proposes to double the number of floors in the previous zoning plan, from 24 to 48 floors.

The planned items in the planning area include: Apartment buildings; townhouses; villas and social infrastructure works such as kindergartens, primary schools, high schools; green parks, flower gardens, sports grounds; agency and administrative headquarters; roads, parking lots and other urban technical infrastructure works.

Trung Tu collective housing area is nearly 12 hectares wide, located in Trung Tu ward, Dong Da district. This is a model collective housing area built from 1972-1975 with 29 4-5 storey apartment buildings without elevators, each building has an average of 60-120 apartments and 119 villas and townhouses.

The apartments in the apartment complex have deteriorated. Most of the households have built extensions to increase their living space, causing the exterior of the building to be deformed, and many walls and floors to be peeled and cracked. Some corridors have been demolished to make room for water and electrical pipes, causing the internal structure of the walls to be exposed, making them unsafe.

In addition, because the building has been built for many years, many apartments are often damp and leaky when it rains. The public areas have been encroached upon to become houses combined with shops. The first floor is used for business rental.

Along with Trung Tu, Dong Da district is also consulting the public for planning and renovation of two other collective housing areas, Kim Lien and Khuong Thuong. Kim Lien is also a model collective housing area, one of the first collective housing areas in the country, built from 1965-1970. The collective housing area consists of 44 2-6 storey apartment buildings located at the intersection of Pham Ngoc Thach street.

Khuong Thuong Collective consists of 38 buildings with 1,104 apartments, more than 3,500 people, an average of 3.2 people per household. The group of individual houses (lane 1 Ton That Tung and lane 43 Dong Tac) has 45 households, with 180 people, an average of 4 people per household.

Dong Da District currently has 507 apartment buildings, concentrated in 12 large apartment complexes with a scale of over 2 hectares, accounting for 30% of the total number of apartment buildings in the city. In phase 1, the district will establish a detailed plan for the Khuong Thuong apartment complex and a master plan for the three areas of Trung Tu, Kim Lien, and Khuong Thuong. Phase 2 will establish a detailed plan for 5 apartment complexes: Vinh Ho, Van Chuong, Thuy Loi, Nam Dong, and Hao Nam. Phase 3 includes the apartment complexes: Phuong Mai, Nam Thanh Cong, and phase 4 includes the remaining old apartment buildings.

According to statistics up to 2020, Hanoi has more than 1,500 old apartment buildings, including nearly 1,300 houses in 76 apartment complexes. In addition, the city also has 306 independent old apartment buildings, built from 1960-1994 and before 1954. Since 2005, Hanoi has begun to renovate old apartment buildings. However, due to some shortcomings and policy changes, to date only 19 projects have been completed and put into use (accounting for 1.2% of the total number of old apartment buildings) and 14 projects are under implementation.

In the 2021-2025 period, the city plans to renovate 10 old apartment buildings, including four level D buildings - dangerous level, at risk of collapse, requiring urgent evacuation of residents, including: Giang Vo, Thanh Cong, Ngoc Khanh, the house of the Ministry of Justice; and 6 areas that are feasible for renovation: Kim Lien, Trung Tu, Khuong Thuong, Thanh Xuan Bac, Thanh Xuan Nam, Nghia Tan.
