Proposing many new policies and regimes for teachers
Presenting the draft law, Deputy Minister of Education and Training Pham Ngoc Thuong pointed out many new points.
According to Mr. Thuong, the policies and regimes for teachers such as salary, allowances, preferential treatment, attraction regime, and social honor for teachers... are not really commensurate with the position and role of teachers.
Teachers' lives are still difficult, teachers cannot make a living from their profession, teachers' salaries are not really the main source of income to ensure teachers' lives, especially young teachers and preschool teachers.
Teachers have not received the attention and protection they deserve from society, so there are still many sad incidents about the way society, parents, and students treat teachers.
This leads to a situation where teachers are not confident in their work, a large number of teachers have quit their jobs, changed jobs, especially young teachers.
At the same time, this is the reason why we cannot attract talented people to the teaching profession. Many localities and educational institutions lack recruitment resources to supplement the shortage of teachers and meet the requirements of implementing educational and training programs...
From there, the draft stipulates that teachers' salaries are ranked highest in the administrative career salary scale system and are entitled to preferential allowances and other allowances depending on the nature of the job and the region as prescribed by law.
This helps teachers feel secure in their work, dedication and career development; attracts, values and gives preferential treatment to talented people to become teachers; attracts teachers to work and work long-term in the education sector, especially in disadvantaged areas...
Regarding retirement and extended working time for teachers, the draft law stipulates that preschool teachers and teachers in schools for the disabled are allowed to retire 5 (five) years earlier than the prescribed retirement age.
This content is intended to ensure compliance with the requirements for implementing the preschool education program, and with the current working conditions of preschool teachers (there are currently reports of scientific research results proving that the working conditions of preschool teachers are among the "hard" occupational indicators).

Do preschool and nursery teachers need to study for a master's degree?
Examining this content, Chairman of the Committee on Culture and Education Nguyen Dac Vinh stated that the Standing Committee of the Committee agreed that there should be a salary policy for teachers to motivate teachers to work with peace of mind and attract good students to the teaching profession.
However, the institutionalization of this policy needs to be consistent with the context of salary reform implementation; avoid the understanding that there will be a separate salary scale and table for teachers.
The Standing Committee believes that there should be support policies and policies to attract teachers, but it is necessary to assess the impact, identify the beneficiaries, and ensure resources to implement the policy.
There are suggestions that support and attraction policies should be reviewed to avoid duplication or omission of subjects; policies should be added to attract people with excellent academic performance to study pedagogy, and excellent students should be retained at school to become university lecturers.
Presenting his opinion on the discussion, Secretary General of the National Assembly Bui Van Cuong agreed to develop regulations on salary and benefits policies for teachers to concretize the Party's policy.
However, Mr. Cuong stated that reforming teachers' salaries is very difficult and complicated, and needs to be researched and reviewed to be more flexible in implementation.
Accordingly, it is possible to research in the direction of having a preferential treatment policy to attract talented people in the education sector, avoiding the situation of "living long and becoming a veteran", while talented people entering the education sector later do not have incentive policies.
Head of the delegation committee Nguyen Thanh Hai also expressed agreement with the content of early retirement for preschool teachers. However, she raised the question: does a preschool or nursery school teacher need to study for a master's degree?
"The right to study belongs to everyone, but if it is used as a basis for calculating salaries, this is also a waste. Because studying a master's degree in preschool education may have to be arranged at the management level. Is this really necessary? We should study it," said Ms. Hai.
