Kinhtedothi - On the afternoon of October 31, while giving comments on the Draft Law amending and supplementing a number of articles of the Law on Health Insurance, National Assembly deputies discussed and debated heatedly on the content related to the proposal to support relatives of the standing military and civilian forces to pay health insurance.
Accordingly, contributing to the Draft Law, National Assembly delegate Phan Van Xung (National Assembly Delegation of Ho Chi Minh City) proposed to add regulations on health insurance for relatives of the standing militia, because this is a standing force on duty in key areas of national defense; prevention of dangerous epidemics; rescue, fire fighting, overcoming incidents and disasters in areas that are dangerous to life...
"In practice, during the fight against the Covid-19 pandemic, the militia is the core and important force in the fight against the pandemic. In Ho Chi Minh City alone, more than 36,000 comrades participated in the fight against the pandemic," the delegate said.
In reality, in localities, the regular militiamen are enjoying the same policies as non-commissioned officers on active duty, but their relatives have not been able to buy health insurance cards using the state budget. Therefore, the delegates proposed to supplement regulations on health insurance for the relatives of the regular militiamen.
Sharing this view, National Assembly delegate Nguyen Hoang Bao Tran (National Assembly delegation of Binh Duong province) also proposed adding the group of relatives of active military personnel to the group supported to buy health insurance so that they can feel secure in performing their duties.
Participating in contributing opinions to the Draft Law, National Assembly delegate Pham Van Hoa (National Assembly Delegation of Dong Thap province) said that the Drafting Committee needs to study and consider more carefully the expansion of the subjects participating in health insurance...
Regarding the proposal to expand the scope of subjects supported to buy health insurance for relatives of the regular militia, delegate Pham Van Hoa said that previously, the regular militia force did not have a regime. After the Law on Militia and Self-Defense Forces was issued, the militia force had a regime, monthly allowances and paid social insurance. Therefore, adding relatives of the militia and self-defense forces to enjoy social insurance is unreasonable.
Debating on this issue, National Assembly delegate Tran Duc Thuan (National Assembly delegation of Nghe An province) said that the Party and State always define the armed forces as including the Army, Police and Militia and Self-Defense Force and have many regulations focusing on building the Militia and Self-Defense Force, and have policies to care for this force.
Therefore, delegate Tran Duc Thuan suggested that National Assembly delegates consider and support the Draft Law to add subjects such as relatives of regular militiamen who are eligible to purchase health insurance by the State.
Speaking at the debate, National Assembly delegate To Ai Vang (National Assembly delegation of Soc Trang province) said that according to the 2019 Law on Militia and Self-Defense Forces, the standing militia is a permanent force on duty in key areas of national defense, with very high requirements, requiring timely mobilization, to respond to situations that may occur in remote areas, border areas, islands, areas with harsh environmental conditions, affecting the health and lives of the standing militia.
“A special example is when responding to the recent storm No. 3, the militia and self-defense forces worked side by side with the police and other functional forces to carry out their tasks, leaving a very beautiful and touching image in everyone's hearts,” emphasized delegate To Ai Vang.
Based on the viewpoint that health insurance and social insurance are social security policies in the spirit of Resolution 28-NQ/TW of the 12th Central Executive Committee, delegates expressed their wish that the National Assembly and the Government consider expanding some more subjects, paying special attention to subjects who are relatives of militia and self-defense forces to ensure the correlation between forces with similar operational characteristics.
