Proposal for survey of hydroelectric and solar power projects for self-production and self-consumption on lakes and irrigation canals

BTO-Recently, the Provincial People's Committee listened to the Construction Electromechanical Corporation - Joint Stock Company report on the proposal to study and survey hydropower and solar power projects for self-production and self-consumption on lakes and irrigation canals. Authorized by the provincial leaders, Mr. Nguyen Thanh Vu - Deputy Chief of Office of the Provincial People's Committee chaired the meeting with leaders of relevant departments, branches and localities.

According to the report of the Department of Industry and Trade, the Construction Electromechanical Corporation - Joint Stock Company proposed the Provincial People's Committee to study and survey hydropower and self-consumption solar power projects on lakes and irrigation canals in the province. The goal is to study and survey to establish planning documents for 10 hydropower projects on irrigation lakes, with a total capacity of 1,127.5 MW, including 8 small hydropower projects, with a total capacity of 28.5 MW on Long Song Lake, Phan Dung Lake, Ca Giay Lake, Song Quao Lake, Song Mong Lake, Ba Bau Lake, Song Dinh Lake, Song Phan Lake; 2 pumped-storage hydropower projects, with a total capacity of 1,009 MW on Khan River - Quao River, Luy River - Ca Giay River. At the same time, study and conduct preliminary surveys to assess the potential for self-consumption solar power to serve pumped-storage hydropower plants on lakes and irrigation canals in Binh Thuan province.

At the meeting, the majority of leaders of relevant departments, branches, sectors and localities agreed on the policy for the Construction Electromechanical Corporation - Joint Stock Company to research and survey hydropower and solar power projects for self-production and self-consumption on the province's reservoirs and irrigation canals. Self-production and self-consumption electricity is electricity produced and consumed by the same legal entity or individual to serve the main needs of that organization or individual. However, to ensure the effective implementation of solar power on irrigation reservoirs, it is necessary to have specific studies and calculations for reservoirs that are eligible for implementation, and at the same time have specific criteria and regulations on ensuring the environment, efficiency of water supply for daily life and agricultural production when operating and exploiting reservoirs...

Speaking at the meeting, Deputy Chief of the Provincial People's Committee Office Nguyen Thanh Vu said that the implementation of hydropower and solar power projects for self-production and self-consumption on lakes and irrigation canals aims to exploit the potential and strengths of the locality, promoting the socio-economic development of the province. However, at present, there are no legal regulations on the implementation of these projects. Therefore, the Deputy Chief of the Provincial People's Committee Office requested the Department of Industry and Trade to receive opinions from relevant departments, branches and localities, and complete the draft for comments. At the same time, provide guidance on the procedures for handling and surveying hydropower and solar power projects for self-production and self-consumption on lakes and irrigation canals in Binh Thuan province according to the company's proposal, and report to the Provincial People's Committee for consideration before sending to the Ministry of Industry and Trade.
