Proposing 8 highways to be included in the list of national key projects

The Ministry of Transport has proposed that the Government add eight expressway projects to the list of national key projects, raising the list to 19 projects.

Proposed expressway projects include Tuyen Quang - Ha Giang, Hoa Lien - Tuy Loan, Dau Giay - Tan Phu, Tan Phu - Bao Loc, Bao Loc - Lien Khuong, Ho Chi Minh City - Chon Thanh, My An - Cao Lanh, Cao Lanh - An Huu.

These are all expressway projects that are being implemented or have been proposed for investment in the form of public-private partnership (PPP) or public investment.

Important national projects, key transport projects with large investment capital, impact on the environment, large land clearance areas, implementation requires special mechanisms.

Projects included in the key list will be proposed by the State Steering Committee for important national and industry projects to the Government for solutions to speed up progress. The Steering Committee also inspects and urges project investors, consulting organizations, and contractors to perform their tasks to ensure construction progress and quality.

Tuyen Quang - Ha Giang Expressway is nearly 105 km long, of which 77 km belongs to Tuyen Quang and 27.5 km belongs to Ha Giang, with a total investment of 10,000 billion VND, with a scale of two lanes. In the coming years, the expressway will be upgraded to four lanes and extended to Thanh Thuy international border gate (Ha Giang) with a total length of 165 km. The design speed is 80-100 km.

Tuyen Quang province has invested in building the Tuyen Quang - Phu Tho expressway, connecting with the Noi Bai - Lao Cai expressway. The investment in the Tuyen Quang - Ha Giang section will complete the expressway from Hanoi to Ha Giang, which is more than 200 km long.

The three projects Dau Giay - Tan Phu, Tan Phu - Bao Loc, Bao Loc - Lien Khuong are part of the overall Dau Giay - Lien Khuong expressway, which is over 200 km long, to connect Ho Chi Minh City to the Central Highlands provinces. The route will connect with the current Ho Chi Minh City - Long Thanh - Dau Giay expressway, reducing traffic congestion and ensuring traffic safety on National Highway 20. The route will also contribute to promoting the socio-economic development of Dong Nai province in particular and the Southeast region in general.

The Dau Giay - Tan Phu section has been approved for investment under the PPP method, with a total investment of VND8,365 billion. The remaining two component projects, Tan Phu - Bao Loc and Bao Loc - Lien Khuong, have also been proposed for investment by Lam Dong province with a total capital of VND19,500 and VND12,500 billion, respectively.

The Ho Chi Minh City - Chon Thanh (Binh Phuoc) Expressway is 68.7 km long, with a design speed of 80 - 100 km/h, including 6 lanes and 4 urban lanes on both sides with a roadbed width of 60 - 64 m. The project is proposed to be invested under the PPP method with a preliminary total investment of 24,275 billion VND.

The My An - Cao Lanh Expressway is 26 km long, with a total estimated investment of 5,000 billion VND. The Cao Lanh - An Huu Expressway is 27 km long, passing through Dong Thap and Tien Giang, with a total investment of more than 5,880 billion VND. The construction of the My An - Cao Lanh and An Huu - Cao Lanh Expressways will shorten the travel time from Dong Thap to Ho Chi Minh City to 2 hours instead of 4 hours as at present.

The Ministry of Transport also proposed to add members to the State Steering Committee for important national projects, including the Chairmen of the People's Committees of the provinces and cities of Da Nang, Ha Giang, Lam Dong, and Dong Thap - the localities where the expressway passes through.

By August, the list of key transport projects included 12 expressway projects, two belt roads (Hanoi belt 4, Ho Chi Minh City belt 3), Ho Chi Minh road, two urban railway lines in Hanoi and Ho Chi Minh City; two aviation projects: Long Thanh airport, Tan Son Nhat T3 terminal.
