The proposed section of Beltway 4 through Ho Chi Minh City, 17.12 km long, with a total investment of more than VND 13,800 billion, will help avoid existing roads and reduce planning impacts.
This is the option proposed by the consulting consortium after completing the preliminary design documents for the route of Ring Road 4 through the city. This is being consulted with relevant parties to complete the pre-feasibility study report.
Beltway 4 has a total length of nearly 200 km, passing through Ho Chi Minh City, Binh Duong, Dong Nai, Long An, Ba Ria - Vung Tau, each locality is in charge of implementing the section through the area under the PPP form. In Ho Chi Minh City, the Beltway 4 section is about 17 km long, passing through Cu Chi and Nha Be districts, with the starting point at Phu Thuan bridge (Ben Cat town, Binh Duong); the ending point is Thay Cai bridge (Duc Hoa district, Long An).

According to the proposed consultant, the overall route of the Ring Road 4 section will go to the southeast (left) compared to the general planning project of Ho Chi Minh City. The route will be rerouted in some sections to avoid existing roads such as Bau Lach, Nguyen Thi Ranh... This plan helps the belt section limit the impact on planning, especially the second phase of the Cu Chi Northwest Industrial Park. The total length of the route in this way is about 17.12 km, clearing 160 hectares with 533 households and organizations affected. In phase one, the estimated investment cost is 13,883 billion VND.
In addition to the above option, Beltway 4 through Ho Chi Minh City has two other routes that have been studied. Of which, option one route almost overlaps the planning, 17.6 km long. Although the clearance area is small at about 121 hectares, it overlaps many existing roads, leading to the largest number of cases of relocation with more than 1,100 households. This option also has the highest investment cost with about 25,000 billion VND if it is elevated and nearly 17,800 billion when it is on the ground.
The remaining option, the route goes to the Southeast, with a total length of 16.95 km. This is the straightest, shortest route and has the lowest limit of passing through residential areas, with a total investment of more than 13,600 billion VND. This option was previously considered feasible, but according to the consulting consortium, the route will cut across the Cu Chi Northwest Industrial Park, making it difficult to implement.
According to the plan agreed upon by the localities along the Ring Road 4, this year the project will be submitted to the National Assembly for approval of the investment policy and construction will begin in the fourth quarter of next year. The project is expected to be basically completed in 2027 and put into operation a year later.
In phase one, Ring Road 4 will clear the entire land according to the design, about 74.5 m wide but only build 4 lanes with parallel roads on both sides. The project plays a role in connecting the region, creating a seamless traffic network connecting through highways, national highways, and airports. In particular, the route connects Hiep Phuoc Port Urban Area in the South of Saigon with the Southern Key Economic Zone and the Mekong Delta.
