2025 will mark a strong transformation of Ho Chi Minh City when a series of key transport projects are started and put into operation.

Series of key projects completed

In early 2025, the appearance of Ho Chi Minh City's urban transport infrastructure has changed a lot when a series of important projects were put into use.

An Phu interchange will be completed in 2025, connecting Ho Chi Minh City - Long Thanh expressway and Long Thanh airport.

In the East, projects such as Nam Ly, Ba Dat, Giong Ong To bridges (at An Phu intersection) and part of Luong Dinh Cua street have been completed, helping to connect Thu Duc city with the city center more conveniently.

In the southern region, important bridges such as Rach Dia and Phuoc Long bridges and the Nguyen Van Linh - Nguyen Huu Tho underpass have officially opened to traffic, improving traffic congestion on the main road.

With the western gateway, the Ten Lua routes, Tan Ky Tan Quy bridge - road, Ba Hom bridge and part of National Highway 50 have also been completed, helping traffic between Ho Chi Minh City and the western provinces become more open.

In addition, the projects to upgrade and expand Duong Quang Ham and Hoang Hoa Tham streets, the Tran Quoc Hoan - Cong Hoa connecting road, and the Hang Bang canal renovation have been basically completed. These projects not only help reduce traffic pressure but also improve the quality of life for the people.

Expand regional connectivity

Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) said that with the projects completed in 2024, it can be said that the Board has "paid off" almost all the projects that were backlogged for many years before due to land clearance problems.

These projects have a total investment capital that is not really large, but contribute significantly to connecting districts in the city, helping to solve the problem of traffic congestion.

According to Mr. Phuc, 2025 is identified as the year of inter-regional connectivity projects. Accordingly, a series of projects will be completed and put into operation such as: The entire project to upgrade and expand National Highway 50 to connect Ho Chi Minh City with Tien Giang. The An Phu intersection project will open the eastern gateway, connecting Ho Chi Minh City - Long Thanh expressway and Long Thanh airport.

The Beltway 3 project, in which the elevated section from Tan Van intersection to Long Thanh expressway via Nhon Trach bridge will also be put into operation, conveniently connecting with Dong Nai.

The Ben Luc - Long Thanh expressway section will be put into operation for 22km from Long An to Nha Be district, opening more directions to the West, sharing the load with the Ho Chi Minh City - Trung Luong expressway.

Strategic projects

Along with the completed projects, Ho Chi Minh City will start construction of the Ho Chi Minh City - Moc Bai Expressway, speed up the progress of Ring Road 3, through the investment policy of Ring Road 4. At the same time, expand gateway expressways such as Ho Chi Minh City - Long Thanh - Dau Giay, Ho Chi Minh City - Trung Luong... These are all strategic projects, contributing to reducing traffic pressure and promoting regional connectivity.

In particular, the Traffic Department will also start a number of projects to complete the North-South axis such as Binh Tien Bridge and Road, Nguyen Khoi Bridge and Road, and Nguyen Huu Tho Road expansion; Coordinate with the Department of Transport to prepare investment and research 40 projects, including very large traffic axes such as the 50B dynamic axis connecting Ho Chi Minh City - Long An, steel overpasses at intersections such as the Seven-way and Six-way intersections, and Democracy Square.

During the year, Ho Chi Minh City also initiated a number of projects that had not previously been funded, such as Highway 15B, and is preparing to start construction on Can Gio Bridge, Thu Thiem 4 Bridge, and elevated roads.

Similarly, a representative of the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board said that in 2025, the unit will accelerate the implementation of a series of key projects such as renovating Tham Luong - Ben Cat - Nuoc Len canal; Xuyen Tam canal; dredging, building infrastructure, improving the environment of the northern bank of Doi canal; improving the drainage system of Nguyen Van Khoi and Le Van Tho streets... along with a number of park construction and urban beautification projects in the city.

Regarding key projects, Mr. Luong Minh Phuc assessed that 2025 will also be the year of special mechanisms. In particular, Resolution 98 and special mechanisms of Ring Road 4 will help separate site clearance projects and construction projects.

Along with that, it will decentralize and delegate authority to localities to approve group B, C projects... to shorten the process of handling contractors who violate the contract during implementation. From there, it will contribute to ensuring construction progress and responsibility of units participating in the project.

"With lessons learned, good practices from previous projects, and the special mechanism allowed by the National Assembly, the city will be proactive, speed up progress, and implement projects smoothly," said Mr. Phuc.

Mr. Tran Quang Lam, Director of the Ho Chi Minh City Department of Transport, said that in 2025, the city will complete the plan to implement the project to develop the Ho Chi Minh City urban railway system according to Conclusion No. 49 of the Politburo, striving to submit to the National Assembly a specific policy mechanism in February 2025 to include in the resolution building program.

Mr. Lam assessed that these are unique and outstanding mechanisms and policies to implement the metro system in the fastest and most effective way.

Currently, Ho Chi Minh City is researching and preparing pre-feasibility reports for 5 BOT projects according to Resolution No. 98 of the National Assembly, striving to complete investment preparation, organize investor selection and start construction of at least 2 projects in 2025.
