Ho Chi Minh City proposes 12 policies to speed up the progress of the Ring Road 4 project

Ho Chi Minh City People's Committee has just submitted to the Prime Minister and the Ministry of Planning and Investment a Pre-Feasibility Study Report on the Investment Project to build Ho Chi Minh City Ring Road 4.

According to the Ho Chi Minh City People's Committee, based on the implementation of expressway projects in recent times, Ho Chi Minh City and localities have proposed to apply a number of specific mechanisms and policies to accelerate the progress of project implementation. The scope of application of this mechanism is proposed for the entire Ho Chi Minh City Ring Road 4, including the section through Binh Duong province. Specifically, the proposed policies are as follows:

Policy 1: The proportion of state capital participating in the project shall not exceed 70% of the total investment of the overall project and each component project.

For component projects with large investment costs due to high volume of site clearance and the requirement to build many complex works, the maximum state capital ratio of 50% can cause difficulties in ensuring financial efficiency and attracting investment. Therefore, increasing the state capital ratio is aimed at increasing attractiveness to investors and credit institutions, ensuring project implementation under the PPP method.

Policy 2 : Assign the provincial People's Committee as the competent authority to implement investment in component projects, using local budgets and other legal capital sources.

This policy aims to effectively utilize state budget capital and mobilize resources from the central to local levels. This is necessary to speed up investment in important transport projects.

Policy 3: Allow provincial People's Committees to invest in projects located in adjacent administrative boundaries, using local budgets to support other localities.

This policy aims to save time and improve project investment efficiency.

Policy 4: Designate contractors for consulting, non-consulting, planning, compensation, resettlement support and resettlement infrastructure construction packages.

This helps speed up project implementation progress, referring to mechanisms that have been effectively applied in important national projects.

Policy 5: Exemption from procedures for granting licenses for mining minerals for common construction materials during construction.

This policy aims to prepare construction materials, ensure construction progress and effective disbursement.

Policy 6: Adjust project investment policies with quick procedures when necessary.

This policy helps remove obstacles in investment in traffic works, especially the Ho Chi Minh City Ring Road 4 project.

Policy 7: Simplify the procedures and authority for adjusting component projects.

Ho Chi Minh City People's Committee proposed to implement the same process as Group A projects, and at the same time allow the Chairmen of the Provincial People's Committees to establish appraisal councils and decide on investment in component projects.

Policy 8: Transferring the medium-term public investment capital plan for the period 2026–2030 to the Ho Chi Minh City Ring Road 4 project without including it in the total investment of the next period.

Policy 9: Approval of local planning adjustments for projects under general and specialized planning.

This facilitates the provinces in implementing the project.

Policy 10: No architectural design competition is required for urban bridges in projects of level II or higher.

This policy aims to ensure economic and social efficiency and construction progress.

Policy 11: Flexible regulations on cost norms and items.

Investors are allowed to apply standards, unit prices or determine costs according to investment rates of similar projects, including international ones, to remove difficulties and speed up project progress.

Policy 12: Conduct pre-qualification activities for important bid packages.

This is to simplify the process, reduce bidding time and costs, ensure progress and early completion of the project.

The Ho Chi Minh City People's Committee recommends that the National Assembly and the Government consider and approve the above-mentioned special mechanisms and policies so that the Ho Chi Minh City Ring Road 4 project can be implemented smoothly, contributing to promoting the socio-economic development of the region.
