More than 12,200 cars fined for illegal parking in the first quarter of 2025

In the first quarter of 2025, Ho Chi Minh City Traffic Police detected and handled more than 12,200 cars that stopped and parked illegally, down nearly 15% compared to the same period in 2024. In the coming time, the city's Traffic Police will continue to synchronously deploy measures to ensure traffic order and safety.


On the afternoon of March 27, at a press conference providing information on the socio-economic situation in Ho Chi Minh City, Lieutenant Colonel Nguyen Van Binh, Deputy Head of the Traffic Police Department, said that in the first quarter of 2025, the Traffic Police of Ho Chi Minh City Police discovered and handled 12,290 cases of cars stopping and parking illegally, a decrease of 1,807 cases compared to the same period in 2024, equivalent to 14.7%.

Lieutenant Colonel Nguyen Van Binh added that recently, the Traffic Police Force of the City Police Department has increased patrolling, controlling and handling violations of traffic safety throughout the area, including cases of vehicles stopping and parking in violation of regulations.

Vehicles stopping and parking illegally occurs mainly on roads in the city center, national highways, areas around bus stations, Tan Son Nhat airport, etc.

Since Decree 168/2024/ND-CP of the Government took effect and with the drastic deployment of the Traffic Police of Ho Chi Minh City Police and local police, the situation of violations related to stopping and parking has changed positively.

In the coming time, the city's traffic police force will continue to synchronously deploy measures to ensure traffic safety and order, raise people's awareness of law observance, and regularly coordinate with functional forces to inspect and handle violations of urban order.

In response to the question of whether vehicles stopping or parking in prohibited areas due to emergency situations such as rescuing victims, transporting people to the emergency room, etc. will be punished, Lieutenant Colonel Nguyen Van Binh said that according to the provisions of Article 18 of the Law on Road Traffic Order and Safety 2024, in case of technical problems or other force majeure that force a vehicle to park, when parking a vehicle occupying part of the roadway or in a place where parking is not allowed, there must be an emergency light signal or a warning sign placed behind the vehicle to inform the driver of the vehicle participating in traffic.

Therefore, if the case is not subject to administrative sanctions, as stipulated in Article 11 of the Law on Handling of Administrative Violations (amended and supplemented in 2020), the vehicle driver will not be penalized. However, the vehicle driver must pay attention to comply with the above regulations.

Traffic police will take necessary verification measures to determine the urgent situation. The driver needs to provide necessary information as a basis for not imposing administrative penalties.
