The Ho Chi Minh City Department of Education and Training has just submitted a proposal to continue implementing the special tuition support policy according to Resolution No. 36/2023 of the Ho Chi Minh City People's Council in the 2024-2025 school year.
According to the City Department of Education and Training, since the beginning of May 2024, the Department has submitted to the City People's Committee a report proposing a tuition support policy for the 2024-2025 school year according to the plan to narrow the policy beneficiaries to only include public and non-public secondary school students and continuing education students (secondary school system), due to the tuition fees at all levels being adjusted down according to the provisions of Decree No. 97/2023 of the Government. At the same time, the Department has proactively carried out step 1 of policy development according to the procedures for promulgating legal documents to advise the City People's Committee to submit to the City People's Council at the July 2024 session.
However, after listening to feedback from state education management agencies and public educational institutions in the city and carefully considering the impacts of the tuition fee reduction in many aspects, the Department of Education and Training determined that there were both positive and negative impacts.
According to the Department of Education and Training of Ho Chi Minh City, the estimated budget for implementing the policy is 1,893 billion VND.
Regarding the positive impact, parents and students no longer have to bear the burden of increased tuition fees in case the city budget no longer supports. However, there is also a negative impact in that the revenue of educational institutions decreases, leading to a decrease in financial autonomy, which means that the level of educational investment per student decreases, making it difficult for units to improve the quality of educational activities as well as the income of workers.
Based on the above reasons and observations, on the basis of continuing to inherit and promote the special tuition support policy that has received positive responses from public opinion in the 2023-2024 school year, considering the socio-economic conditions of Ho Chi Minh City and the need to ensure stable financial resources of educational institutions as well as maintain stable investment levels per student, the Department of Education and Training reports and proposes that the Standing Committee of the City People's Committee approve the policy of continuing to implement the special tuition support policy according to Resolution No. 36/2023 of the City People's Council for the 2024-2025 school year specifically as follows:
Tuition support level
According to the Department of Education and Training of Ho Chi Minh City, the estimated budget for implementing the policy is 1,893 billion VND. Specifically: Public schools are 1,575 billion VND, secondary schools are 1,057 billion VND. Non-public schools are 318 billion VND, secondary schools are 65 billion VND. In which, group 1 is students at schools in Thu Duc City and districts: 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan.
Group 2 is students studying in schools in the districts: Binh Chanh, Hoc Mon, Cu Chi, Nha Be and Can Gio.
Previously, in May 2024, the Department of Education and Training of the City proposed to advise the City People's Committee to approve the policy of developing a specific policy to support tuition fees for the 2024-2025 school year, in which the subjects of application were narrowed to public and non-public secondary school students and secondary school continuing education students in Ho Chi Minh City, excluding students studying at foreign-invested educational institutions.
Support level: Support 100% of tuition fees applied according to the Resolution of the City People's Council for secondary school level in the 2024-2025 school year, the expected level is 100,000 VND/student/month for group 1 and 85,000 VND/student/month for group 2. The estimated budget for implementing the policy is 421 billion VND. Of which, the budget for exempting tuition fees for public school students is 399 billion VND, and for non-public school students is 22 billion VND.
