Resolution No. 18-NQ/TU on building and developing Ha Tinh culture and people in the new period is a continuation and concretization of the Party's viewpoints and guidelines on culture, traditional sources, and the strength of the homeland's people, creating new momentum on the development journey.
Culture is the goal and driving force of development
Throughout the process of leading the revolution, our Party has always attached importance to building an advanced Vietnamese culture with strong identity, taking "culture as the guiding light for the nation" as the goal and driving force of development.

The Outline of Vietnamese Culture drafted and published by comrade Truong Chinh in 1943 raised three basic principles, which are “nationalization”, “scientification” and “popularization”. The Resolution of the 5th Central Committee, Session VIII, on “building and developing an advanced Vietnamese culture with strong national identity” issued in 1998 once again clarified the Party’s ideology and guidelines with two clear and urgent requirements: building and developing an “advanced” Vietnamese culture with “strong national identity”.
On June 9, 2014, General Secretary Nguyen Phu Trong signed and issued Resolution of the 9th Conference of the 11th Party Central Committee (Resolution No. 33-NQ/TW) on building and developing Vietnamese culture and people to meet the requirements of sustainable national development.
The resolution aims to build a comprehensively developed Vietnamese culture and people, aiming at truth - goodness - beauty, imbued with national spirit, humanity, democracy and science. Culture must truly become a solid spiritual foundation of society, an important endogenous strength to ensure sustainable development and firmly protect the Fatherland for the goal of a rich people, strong country, democracy, fairness and civilization. In particular, the viewpoint: Developing culture for the perfection of human personality and building people to develop culture is put first.

Receiving the long-standing, unceasing "undercurrent" of culture from previous generations, in the journey of construction and development, Ha Tinh always considers: "Culture is the goal, the driving force of development, the spiritual foundation of society". Ha Tinh culture and people always create a special mark, enriching the country's history and the Vietnamese cultural treasure. On October 5, 1998, the Provincial Party Committee, term XIV, issued Resolution No. 11-NQ/TU on building and developing Ha Tinh culture in the spirit of Resolution 5 of the Central Committee (term VIII).
On December 22, 2023, the Ha Tinh Provincial Party Committee issued Resolution No. 18-NQ/TU on building and developing Ha Tinh culture and people in the new period.
Culture must be in harmony with politics, economy and society.
Resolution No. 18 of the Ha Tinh Party Committee both continues and clarifies more specifically the Party's viewpoints and guidelines on culture and emphasizes the "human" factor in the "culture - human" relationship of Ha Tinh with a very clear and specific viewpoint: "Culture is the spiritual foundation of society, the endogenous strength, the important goal and driving force to promote socio-economic development, strengthen national defense and security, build a strong Party and political system.
Cultural development must be in harmony with politics and socio-economics. Building and developing Ha Tinh culture and people to meet the requirements of sustainable development is a regular and long-term task, the responsibility of the entire political system and all classes of people... The focus of building and developing culture is to build a healthy cultural environment and build people who are comprehensively developed and have noble personalities.
In reality, in many localities and units, culture has not been placed on par with and in harmony with politics and economics; investment resources for cultural development are not commensurate; the task of building and developing culture is not regular. In some localities, culture is considered only a superficial, seasonal movement; cultural officials are only responsible for "flags, lights, trumpets, drums"... Therefore, Resolution No. 18 has determined: "Cultural development must be in harmony with politics, socio-economics".

With the core axis of “advanced, imbued with identity”, Resolution No. 18 emphasizes the general goal: “Building and comprehensively developing Ha Tinh culture and people imbued with national spirit, rich in homeland identity, selectively absorbing advanced cultural values. Continuously improving the material and spiritual life of the people, narrowing the gap in development level between regions and residential areas.
Take care to build a cultural environment in families, clans, residential areas, agencies, units, schools, and businesses. Preserve and promote traditional cultural values; develop unique and distinctive cultural and tourism products; develop diverse forms of literature and art. Focus on investing resources for comprehensive cultural development, becoming an endogenous strength and a driving force for Ha Tinh to develop rapidly and sustainably, and soon become a well-off province in the country.
Building Ha Tinh people to develop comprehensively
In the specific tasks set forth in Resolution No. 18, the task of human development is placed at the forefront, as the core of development to promote human resources, especially the special qualities of Ha Tinh people, while perfecting good qualities to meet integration requirements with very specific propositions: “Building Ha Tinh people to develop comprehensively, possessing all the good qualities of Vietnamese people and the unique values of Ha Tinh people: Love for homeland and country; solidarity, loyalty, diligence, studiousness; dynamism, creativity; discipline, respect for honor, respect for the law; friendly behavior with the natural environment; self-reliance, self-improvement, aspiration to rise up, meeting integration and development requirements. Creating a strong change in awareness, understanding, and pride in the history and culture of the homeland and nation”.

Cultural environment is always associated with cultural people. On the contrary, cultural people are the decisive factor in creating a healthy cultural environment. Therefore, the resolution has set out specific tasks that are of interest to all classes of people such as: "Building a healthy cultural environment, civilized lifestyle in families, clans, localities, communities, agencies, units, schools, enterprises, culture in politics and economics, culture in public places... creating a healthy environment to form and comprehensively develop the personality of Ha Tinh people".
The resolution also provides 5 specific groups of solutions and guidance on implementation. Among the groups of solutions, the group on mechanisms and policies is of interest: “Prioritize investment resources, build key cultural works, with appropriate scale, creating architectural and cultural highlights in localities. Complete the construction of the Museum, Traditional Art Theater, Provincial Youth and Children Activity Center; build a provincial sports complex qualified to organize cultural and sports events of the province and the country.
The Government and People of Kim Song Truong Commune (Can Loc) received a certificate recognizing the Han Nom Documents of Truong Luu Village as a Documentary Heritage of the Asia-Pacific Memory of the World Program.
"Renovate, upgrade, construct and expand the General Secretary Tran Phu Memorial Site and the General Secretary Ha Huy Tap Memorial Site. Build the special national relic of the Great Poet Nguyen Du Memorial Site into a national and regional cultural and tourism center, upgrade the Nguyen Du - Tale of Kieu festival; call for investment in building the "Nguyen Du - Tale of Kieu" cultural space commensurate with its stature and value. Build the Truong Luu Cultural Center (Can Loc district) into a place to promote the value of the world memory documentary heritage in the Asia-Pacific region. Invest in and upgrade the Hai Thuong Lan Ong Le Huu Trac Relic Site... Review and supplement planning, mechanisms and policies to attract businesses to invest in developing culture, sports, urban areas, tourism, and entertainment areas imbued with the cultural identity of Ha Tinh".
In order for Resolution 18 to permeate deeply into life and become a great endogenous strength in the homeland of Hong Mountain - La River, Comrade Hoang Trung Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the People's Council of Ha Tinh province emphasized: "Party committees, party organizations, authorities, socio-political organizations, heads of localities, agencies and units must direct the dissemination, propaganda, develop action plans and programs, focus on organizing the effective implementation of the resolution and the Party's policies, the State's policies and the province's policies on building and developing the culture and people of Ha Tinh; promulgate mechanisms, policies, projects, allocate resources and assign tasks with a specific implementation roadmap. Call on businesses to invest in worthy cultural and tourism projects.

Along with developing new values, we must pay special attention to preserving and promoting traditional cultural values, especially cultural heritages recognized by the United Nations Educational, Scientific and Cultural Organization (UNESCO). Every Ha Tinh citizen inside and outside the province must always improve themselves, raise their aspirations to rise up, and spread the beauty of Ha Tinh culture and people to friends everywhere. With the determination and consensus of the entire Party, the entire people, all sectors and levels, we believe that Resolution No. 18 will be put into practice effectively and practically.
