One of the social housing projects that is currently receiving a lot of attention in Hanoi is the Ha Dinh social housing project (Tan Trieu commune, Thanh Tri district). According to the announcement of the Hanoi Department of Construction, the expected time to receive home purchase registration documents is the fourth quarter of 2025. Along with that, the Social Housing Project in Uy No commune will start construction from the end of 2024; the Thang Long Green City project in Kim Chung New Urban Area has started construction in early March with a scale of more than 2,000 apartments. Both of these projects have not yet announced information about the time to receive documents and selling prices.
However, according to the Hanoi Department of Construction, although it is not yet time to receive registration documents or not yet qualified to open for sale, currently on associations and groups, there has been a lot of information about brokers accepting to do the whole procedure or sell diplomatic quotas to secure social housing ownership. Depending on the location and popularity of the project, brokers offer fees and price differences from hundreds of millions to billions of VND for a social house.

Faced with this situation, the Hanoi Department of Construction has requested the Hanoi City Police to strengthen the direction of the commune-level police (where there are social housing projects) to review and handle brokers who take advantage of receiving declarations and submitting purchase/lease/hire-purchase documents in violation of the law.
Along with that, the Hanoi Department of Construction also requested the Department of Agriculture and Environment to direct the Land Registration Office to guide people in filling out documents confirming convenient housing conditions. Similarly, the People's Committees at the commune level also need to support people in confirming conditions on housing, income, and preferential loans.
The Department of Construction also noted that people can only submit their applications directly to the investor, not through brokers or real estate trading floors. Before selling/leasing/renting to buy social housing, the investor is responsible for reporting to the Department to publicly post information on the electronic information page of this unit about the time to receive the application, the selling price... The Hanoi Department of Construction affirmed that any fraudulent acts when declaring and confirming social housing documents when discovered, including during the post-inspection process, will be handled according to current regulations.
