(PLVN) - Vietnam has raised the issue of building leading enterprises with competitive capacity, reaching international level, playing a core role, leading the process of industrialization and modernization of the country. What policies should be built to create these leading enterprises?

Create space for business development

Many economic experts say that Vietnam currently has a number of large enterprises, some of which are ranked among the top enterprises in the world, but the number is small and they have not met the needs of economic development. Therefore, support policies are needed so that the leading enterprises can lead growth, create an ecosystem to lead small and medium enterprises, gradually grow stronger, and reach the world level.

Economist, Dr. Tran Dinh Thien, assessed that in order for the economic structure to develop, we need leading pillars. The first pillar is to prioritize the development of corporations and private enterprises as the driving force for the economy such as Hoa Phat, Thaco, Vinfast... "The question is to build corporations that are strong enough to be pillars and have the capacity to compete internationally. However, to build pillars, the foundation of the enterprise must be solid. To have a solid foundation, we need to create space for the enterprise to develop. This is a vital requirement for enterprises, helping the pillars to grow strong" - Dr. Thien said.

In addition, according to Mr. Thien, it is also necessary to concentrate national resources on a number of large corporations to lead the Vietnamese economy. To do that, there must be major strategies, in which the industrial strategy needs to change, focusing on the core of each industry, each enterprise, each field.

Dr. Thien emphasized that Vietnam's economy is still growing well, but Vietnam's industry is still led by foreign direct investment (FDI) enterprises, so more industrial policies are needed to create Vietnamese industrial chains led by Vietnamese people. At the same time, it is necessary to create opportunities and policies for Vietnamese small and medium enterprises to participate in the value chain of FDI enterprises.

“Let’s learn from Japan and build a multi-level enterprise model. There are very large enterprises, large enterprises, medium enterprises, small enterprises, micro enterprises... From this strategy, we can easily divide and shape development strategies to suit each enterprise level,” Mr. Thien suggested. In particular, it is necessary to encourage creative start-up enterprises. This is an act of “pumping blood” into the business community and the economy. From here, many new billionaires will appear, creating “leading cranes” to lead economic growth.

Mr. Vu Van Khoa - Deputy Director of the Institute of Mechanical Research (Ministry of Industry and Trade) commented that in the field of automobile, motorbike and hydroelectric mechanical engineering, there are a number of strong corporations such as Vinfast, Truong Hai, Thaco, Huyndai... or the Institute of Mechanical Research, Vietnam Engine and Agricultural Machinery Corporation, Song Da Corporation... These enterprises and corporations have created jobs for many satellite enterprises and workers.

“But in many other areas, we do not have enterprises strong enough to lead the manufacturing industry. Currently, enterprises are only processing basic technology, not capable of industrial autonomy, and technology is completely dependent on foreign enterprises,” said Mr. Khoa.

Mr. Khoa gave examples, such as in energy projects, in the development of railway and highway infrastructure... Vietnam is still heavily dependent on FDI enterprises, so the surplus value is very little, the technology content is also not high. Therefore, to create motivation for enterprises to grow, to create leading enterprises of the economy or "leading cranes" enterprises, it is necessary to build mechanisms and perfect policies.

According to Mr. Hoang Manh Tan - Deputy General Director of Son Ha International Joint Stock Company, to have a developed Vietnamese industry, creating pillars, many factors are needed. In particular, from the State side, it is necessary to increase trust in Vietnamese enterprises, assign large projects that enterprises have the capacity to implement, and avoid relying too much on foreign enterprises. In particular, to build a team of leading enterprises, it is necessary to have long-term policies, so they also need to be gradually improved to create conditions for enterprises to develop strongly.

On the business side, Mr. Tan said that businesses need to pay attention to the issue of human resources. Because this is an extremely important factor in the process of business development. Businesses themselves have now proactively trained and produced many engineers, but sometimes there is a lack of practical application, and high-quality human resources are not enough.

“We need to learn from the experiences of larger markets such as China, Korea... Currently, Vietnam is also becoming an attractive investment destination in the region and the world, becoming a leading manufacturing center. Therefore, in addition to mechanisms and policies from management agencies, enterprises themselves need to proactively plan to seize opportunities, become pillars of the country's development, and reach the world level," said Mr. Tan.
