Raising questions at the 8th Session of the 15th National Assembly this afternoon (November 11), delegate Pham Van Hoa (Dong Thap) pointed out the current situation of private medical facilities, clinics, doctors with foreign elements... hanging signs to treat many types of diseases, many of whom do not have degrees or practice licenses, making it difficult for patients to know what to expect.
"I request the Minister of Health to clarify the reasons for licensing these facilities and provide solutions," said delegate Hoa.

Responding, Minister Dao Hong Lan pointed out that although the 2023 Law on Medical Examination and Treatment has strict regulations on medical practice, there are still many violations of the law and disguised activities. According to regulations, the Ministry of Health licenses medical facilities under its management, while private hospitals will be licensed by the Department of Health. Other medical facilities are under the management of local authorities.
She cited the fact that along Giai Phong Street (Hanoi), many clinics have foreign elements, but recently the locality has drastically reviewed and rectified them, so the violations have decreased significantly.
If discovered, the Minister of Health affirmed that "it will be strictly handled according to regulations". She also requested that localities strengthen inspection, examination and supervision of the activities of clinics and medical facilities under their management.
In addition, the Commander of the Health Sector hopes to share the difficulties because currently, the management team for medical practice is very thin, many localities, including pharmaceutical management, have only a few people. Ms. Lan said this is a problem and hopes that localities pay attention and strengthen the medical management force in the area.
Delegate Nguyen Thi Kim Thuy (Da Nang Delegation) said that recently, voters in the health sector have been concerned about the issue of granting licenses to practice medical examination and treatment.
"Practitioners can apply for a practice license in any locality, leading to a situation where a doctor owns multiple licenses and can be in charge of technical expertise at many medical examination and treatment facilities in provinces and cities," the delegate said, asking the Minister of Health to have a management solution to ensure that each practitioner is only granted one license and is in charge of one medical examination and treatment facility according to the provisions of the Law.
According to Minister of Health Dao Hong Lan, the Law on Medical Examination and Treatment, which will take effect from 2023, stipulates that each medical staff member will only be granted one practice license. Currently, the health sector has basically completed the management of medical staff nationwide according to the new regulations. Specifically, more than 430,000/600,000 medical staff have their information updated on the management software.
However, because this software was built in 2015, it cannot fully meet the requirements of the new Law.
"To overcome this limitation, the health sector is actively upgrading management software and online public service systems to build a unified, modern database. When completed, this system will help health management agencies at both the central and local levels effectively monitor and supervise the activities of health workers," said the Minister.
