DNVN - Attending the meeting of the National Assembly on October 26 on the Draft Law on Electricity (amended), General Secretary To Lam gave many important instructions and orientations, including the requirement to accelerate research and development of nuclear power.
General Secretary To Lam emphasized that the development of the Electricity Law (amended) is of great significance in the context that energy demand is becoming one of the pillars and breakthroughs for national development.
According to General Secretary To Lam, we are currently facing a serious power shortage challenge. Recently, some investors have researched and predicted that if Vietnam develops like this, in a few years there will be a power shortage that cannot be resolved, so they will not invest in Vietnam.
"How to provide enough energy for development? This is a question, the law must meet the requirements," the General Secretary said.

In addition to ensuring electricity supply, the General Secretary raised the challenge of clean electricity, meeting the target of zero net emissions by 2050 that Vietnam has committed to. If Vietnamese enterprises do not meet clean electricity standards, their products will be taxed highly and face difficulties in competing in the international market.
“Clean electricity is essential to participate in the global game. We cannot survive if we continue to depend on coal-fired thermal power and outdated energy sources,” the General Secretary emphasized.
The General Secretary also pointed out the shortcomings in the distribution of electricity between regions. While some provinces produce electricity, local residents do not have enough to use, many provinces do not produce electricity but consume at a high level. He mentioned the effectiveness of the 500KV line 3 that has coordinated electricity from the Central and Southern regions to the North, helping to balance the electricity supply for the whole country.
Reiterating the new policy of the recent 10th Conference of the Party Central Committee, General Secretary To Lam affirmed: “Now is the development goal, clean electricity also balances all sources. Wind power has advantages, solar power has advantages, difficulties... then what to do to achieve the goal of having enough electricity by 2045? We must develop nuclear power, the world is doing the same.
We had a policy before, but for one reason or another we temporarily stopped. Recently, the 10th Central Conference agreed to restart, to have a policy to study this issue to seek the National Assembly's opinion. If there is a policy, then at least 5-10 years from now, there will be a chance of having a nuclear power plant again. If there is no policy, it will be too late by 2045," the General Secretary analyzed.
Therefore, according to the General Secretary, to solve “all those problems and shortcomings, the Electricity Law (amended) must guide and concretize the Party's policies. It is necessary to introduce legislation to ensure the requirement of sufficient electricity for production, consumption, and the electricity needs of a developing country, how to regulate and plan, and how to plan Electricity Plan VIII and Electricity Plan IX. It is necessary to ensure clean electricity sources...
The General Secretary affirmed that time does not allow for delay; quick and synchronous actions are needed in surveying, site clearance, and technology and finance selection. To soon achieve the energy development goal, Vietnam must have vision and initiative, and cannot depend entirely on foreign experience. The Electricity Law (amended) needs clear direction to ensure a stable and sustainable power source and meet the requirements of international integration.
