Accordingly, the Department of Culture and Sports requested the Vietnam Fatherland Front Committee of Lao Cai province and organizations; departments, branches and sectors: Home Affairs, Finance, Justice, Transport, Natural Resources and Environment, Health, Information and Communications; Ethnic Committee; Provincial Police; Lao Cai Newspaper, Provincial Radio and Television; People's Committees of districts, towns and cities... to coordinate to promote the implementation of civilized lifestyle in weddings and funerals.

According to the assessment of the functional sector, in recent years, the implementation of civilized lifestyle in weddings and funerals in the province has had positive changes, contributing to building a healthy cultural environment and civilized society. However, there are still limitations such as: Organizing meals for many days, violating road corridors affecting traffic order and safety; using high-power loudspeakers (using compression speakers) affecting the daily life of the community; many funerals have a large number of wreaths, banners, burning a lot of votive paper, scattering votive paper and money... causing environmental pollution, waste and expense. Some localities still allow the construction of ostentatious mausoleums, not following regulations; many weddings have lavish meals, lasting for many days... ostentatious, wasteful, causing bad public opinion.
To rectify the above situation and promote the implementation of civilized lifestyle in weddings and funerals in the province, the Department of Culture and Sports requests the Vietnam Fatherland Front Committee, departments, branches, organizations and People's Committees of districts, towns and cities to coordinate in implementing the following contents:
Continue to implement Document No. 2548/UBND-VX dated September 7, 2019 of Lao Cai Provincial People's Committee on promoting the implementation of civilized lifestyle in weddings and funerals.
Strengthening propaganda, mobilization and management of the implementation of civilized lifestyle in weddings and funerals. In particular, focusing on propaganda to all party members, cadres, civil servants, public employees, workers and people to strictly implement the regulations in Decision No. 308/2005/QD-TTg dated November 25, 2005 of the Prime Minister promulgating the Regulations on implementing civilized lifestyle in weddings, funerals and festivals; Decree No. 105/2012/ND-CP dated December 17, 2012 of the Government on organizing funerals for cadres, civil servants and public employees; Directive No. 5/CT-TTg dated February 9, 2018 of the Prime Minister on promoting the implementation of civilized lifestyle in weddings and funerals; Circular No. 04/2011/TT-BVHTTDL dated January 21, 2011 of the Ministry of Culture, Sports and Tourism regulating the implementation of civilized lifestyle in weddings, funerals and festivals.
Strengthen inspection and examination work to grasp the situation at the grassroots level, promptly detect and handle organizations and individuals who violate the State's regulations on implementing civilized lifestyles in weddings and funerals. Especially the setting up of tents encroaching on the road, using loudspeakers and high-power radios affecting the daily life of residential areas; scattering Vietnamese money and votive paper on the funeral procession, causing environmental pollution... Review, supplement, and incorporate the content of practicing thrift and combating waste in paying respects with wreaths and banners at funerals; lavish meals lasting for many days, eating "samples" at weddings into the village and community conventions of residential areas, thereby propagating and mobilizing people to implement.
