With the goal of increasing added value per unit of production area associated with promoting a sustainable growth model, in recent years, the province has issued many policies to support the development of large-scale production, in the direction of goods, linking production and product consumption. From there, gradually creating branded products with market value such as organic rice, pepper, coffee, planted forest wood... helping to change the lives of people in rural areas, gradually building a sustainable new countryside.

To date, the province has 150 models of production and product consumption linkage between enterprises and cooperatives, cooperative groups and producers in the area. Agricultural products produced according to the linked value chain are mainly the province's key products with more than 1,200 hectares of rice, 1,000 hectares of coffee, 1,000 hectares of pepper, 300 hectares of medicinal herbs, 100 hectares of passion fruit and 64 livestock processing farms...
The models and projects have created a widespread movement of commodity production in the community, improving the management and production organization capacity of the management team of cooperatives and cooperative groups, creating a foundation for innovation in production organization methods in the new period, contributing to promoting the restructuring of the agricultural sector towards efficiency and sustainability.
Many linkage models have brought high efficiency in production, for example the linkage model of coffee production and consumption with the participation of units: Khe Sanh Agricultural Cooperative, Global Green Technology Development Joint Stock Company (Hanoi), Cat Que Production and Trading Company (Hanoi), Slow Coffee Company (Denmark), PUN Coffee Company Limited.
The associated units have applied high technology in coffee production and processing with a fairly modern system of machinery and equipment, building a sustainable chain of links. Households associated with cooperatives and enterprises have higher incomes than households not participating in the association through increasing selling prices from 20% - 30% depending on the time.
Khe Sanh Agricultural Cooperative alone has linked inputs with 7 groups of more than 100 households, with annual revenue reaching 22 billion VND. From this model, 100 local workers have been created jobs, of which about 70 are ethnic minorities. The average income of workers is from 48 - 72 million VND/year.
Regarding the organic production development linkage model, since 2017, the Department of Agriculture and Rural Development has invited Dai Nam Group - Obi Ong Bien Fertilizer Factory, Quang Tri Organic Agricultural Products Joint Stock Company, Quang Tri Trading Corporation Joint Stock Company, Song Gianh Corporation, Trieu Phong Clean Agricultural Products Cooperative, Que Lam Group... to link up to produce organic rice and natural farming in the province.
If in 2017, the area of organic rice production and natural farming in the province only reached 250 hectares, by 2023, this area will reach over 1,100 hectares. Of which, 346.58 hectares of rice are produced according to organic and natural farming standards; 502.5 hectares are produced according to organic standards and 94.3 hectares are produced according to VietGap standards; 160.6 hectares of rice are produced according to food safety standards. The average fresh rice yield is over 65 quintals/ha and is purchased by enterprises right at the field.
Regarding pepper plants, just counting the production of organic pepper, up to now, there have been nearly 150 hectares linked in production and consumption in the districts of Gio Linh, Vinh Linh, Cam Lo. Companies: Organics More Co., Ltd; Duy Prosper Co., Ltd; Vinh Linh Pepper Production and Trading Cooperative, Cua Cam Lo Pepper Cooperative have linked in consumption. Through the linkage chain, farmers have stable output, are not forced to lower prices by traders, are organic products, safe for health, so they are favored by consumers.
However, according to the agricultural sector, the linkage between production and consumption of agricultural products has not contributed to fully exploiting the potential and inherent strengths of the locality. Most farmers still have to "swim" to find outlets for agricultural and aquatic products.
The specific figures above show that the area of linkage and the quantity of agricultural and aquatic products consumed through linkages are still too low, not creating any driving force in production. This is also the main reason for the situation of good harvest but low prices, as well as the failure to promote the role of the "4 houses": farmers, the state, businesses, and scientists for sustainable agricultural development.
Director of the Department of Agriculture and Rural Development Ho Xuan Hoe said that to achieve the goal of restructuring the agricultural sector comprehensively and sustainably, the participation of the entire political system in organizing, directing, and orienting production development is needed.
In the coming time, the Department of Agriculture and Rural Development will continue to coordinate with departments, branches and localities based on the provincial planning to deploy large-scale commodity production zones/areas, invest in infrastructure to serve production, and attract businesses to invest in production linkages associated with processing.
Strengthen trade promotion, call for and create favorable conditions to attract businesses to invest in agriculture linked to the value chain, invest in processing and consuming agricultural products in the area. Localities need to review, adjust and issue mechanisms and policies to ensure they are appropriate and strong enough to encourage the development of agricultural products with potential advantages in linking production with agricultural product consumption.
Mobilize and integrate resources to attract businesses to invest in agriculture and rural areas, promote the development of joint ventures and associations in the production of goods according to sustainable value chains, especially high-tech agriculture, organic agriculture, natural farming associated with linkages in the consumption of agricultural products.
