Kinhtedothi - Urban development in the capital is facing two major challenges: traffic congestion; flooding and environmental pollution. The city has had orientations on satellite urban development and population dispersion, but still needs more adequate investment for the city to develop synchronously.
On the afternoon of December 9, delegates of the Hanoi People's Council discussed in groups about 4 groups of contents: results of implementing the socio-economic development tasks in 2024, the city's socio-economic development plan in 2025; local budget estimates and city-level budget allocation in 2025 (regular expenditure and investment expenditure); adjusting the financial plan and updating and adjusting the 5-year medium-term public investment plan 2021-2025; draft resolutions on implementing the Law on the Capital.
Overall review and assessment of pollution levels of rivers and lakes
Speaking at the discussion, delegates basically agreed with the assessment of the results of implementing socio-economic development tasks in 2024. Despite many difficulties, the city has achieved important results, a year of creating many important resolutions; some outstanding areas such as budget collection, culture, social security also achieved good results; there were great changes in digital transformation...
Regarding the existing problems, delegate Duong Hoai Nam (Long Bien District People's Council Delegation) expressed his thoughts on the urban sector, which has many problems worth considering, such as environmental pollution and traffic congestion. According to the delegate, environmental pollution, wastewater, waste, especially air pollution, affects people's health every day and every hour, but there are no effective solutions in the short term as well as in the long term, and fundamental to limit them. The delegate suggested that in 2025, the city's leaders should have more drastic direction, focusing on issues in the urban group.
Delegate Nguyen Ngoc Viet (group of delegates of the People's Council of My Duc district) said that the wastewater treatment rate has not reached the set target due to the slow progress of the Yen Xa wastewater treatment project; the waste treatment plant and some projects in the southern region are slow, leading to many difficulties; the road and sidewalk, although the city is determined, have not solved the problem at its root, causing traffic congestion... The delegate suggested that these problems need further explanation from the City People's Committee.
Regarding the issue of river and lake pollution, delegates said that to solve river and lake pollution, we should focus on rivers with major impacts, find the causes, and take drastic and breakthrough solutions. Delegate Truong Hai Long (Group of Delegates of the People's Council of Thach That district) emphasized that there must be a comprehensive plan to review polluted rivers and lakes in districts; assess the level of pollution, from there build a roadmap, allocate capital... to handle within a 5-year term, to create high efficiency and synchronization.
Accelerating production infrastructure, attracting investment in industrial parks
Participating in the discussion, delegates also mentioned the lack of parking lots leading to inconsistent ticket prices, price gouging, chaos... which destroys the image of a civilized capital; the lack of low-cost social housing projects, social housing projects priced under 30 million/m2 have "disappeared", and the need for tools to regulate real estate prices.
Delegates also suggested that the city continue to focus on economic development, in the short term, focus on developing trade and tourism services. Therein, there should be high-quality tourism products to elevate tourism, treat tourism as a real industry; develop cities within cities; promote public investment, do a good job of site clearance, land auctions, create resources... promote the implementation of PT projects, attract social resources; need to continue to clear unfinished projects such as belt 1, belt 2.5, infrastructure projects; improve the investment environment, attract "eagles" to invest in Hanoi.
At the group discussion session, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen (group of delegates of Ha Dong District People's Council) said that urban development in the capital city faces two major challenges: traffic congestion; flooding and environmental pollution. Hanoi has had orientations on developing satellite cities, or cities within cities, along with that, continuing to develop satellites, and expanding population, to reduce congestion and flooding. Regarding environmental treatment, continue to invest appropriately so that the city can develop synchronously, "bright, green, clean, beautiful".
In the future, the city will continue to accelerate in terms of production infrastructure, attracting investors to industrial parks; Bac Tu Liem high-tech biological park. In particular, Hanoi has a large number of craft villages with potential that need to be focused on development, creating production space... along with other factors for Hanoi to continue to have higher economic growth.
Taking care of employees after restructuring
At the group discussion, delegates were also concerned about stabilizing the organizational apparatus after the reorganization and streamlining and suggested that the City pay attention to the issue of human resources and cadres after the merger; and provide specific instructions on the number of Deputy Secretaries at the commune level and Vice Chairmen of the People's Council and People's Committee at the commune level.
Delegate Duy Hoang Duong (Group of Delegates of the People's Council of Hoai Duc district) said that to arrange the apparatus of specialized units, it is necessary to complete the procedures and regulations; decentralize and delegate authority... and report in January 2025. The City People's Committee builds procedures and regulations and proposes to the City People's Council to decide on the apparatus and operating mechanisms.
Speaking at the group discussion, Chairwoman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Lan Huong said that the arrangement, streamlining of the apparatus, and arrangement of administrative units is a matter that not only cadres, civil servants, and employees in agencies and units must pay attention to, but the people of the capital are also very interested in.
Therefore, the delegates suggested that for matters under the authority and responsibility of the City, focus on speeding up and taking care of workers, staff, and civil servants who volunteer or are redundant after the rearrangement with specific and preferential policies and mechanisms. Create conditions for everyone to have the conditions to change to new jobs.
The delegates also expressed their hope that the city would pay attention to motivating the staff, civil servants, and workers in the agencies and units subject to this reorganization. This would ensure social security, order, and safety after the reorganization. For specialized agencies, when implementing solutions, they need to clearly demonstrate the uniqueness and superiority of Hanoi.
