Investing more than 250 billion VND to improve railway safety management capacity

Vietnam Railway Corporation has just inaugurated the Project Management Center "Improving railway safety management capacity in Vietnam".

The project has a total investment of nearly 253 billion VND, equivalent to more than 10.5 million USD; of which non-refundable ODA capital sponsored by the Ministry of Trade, Industry and Energy of Korea is about 13.5 billion Korean Won (KRW), equivalent to nearly 237 billion VND; Counterpart capital is more than 16 billion VND from the production and business capital of Vietnam Railway Corporation.

The project aims to introduce, apply technology, receive and operate some advanced railway maintenance equipment in Korea on existing railway lines in Vietnam; Build and adjust to suit railway operating conditions in Vietnam.

Training experts, officers, and technical workers in railway traffic maintenance; Building an incident prevention system to improve the capacity of management, operation, and safety of the railway traffic system in Vietnam. Accordingly, about 300 people were trained in Vietnam; 60 people were trained in Korea.

At the same time, establish an effective maintenance system through the application of advanced technology, increase the rate of mechanization, improve the maintenance system and enhance operational efficiency, reduce maintenance and repair costs compared to current technical and economic standards.

Synthesize and propose to the specialized state management agency of railways in Vietnam to consider adjusting and supplementing the maintenance process and railway maintenance standards (if any). Apply the preventive rail maintenance process based on digital data, prepare the basis for accessing and operating the digital maintenance system, and improve the efficiency of exploitation and operation.

Korean experts provide training on management and use of equipment and machinery in rail inspection and construction.

A representative of Vietnam Railway Corporation said that along with the inauguration of the project management center, the project management board organized the opening of the first staff course on management of machinery and equipment for rail inspection... It is expected that in November and December 2023, the project will coordinate with Twotrack Company, a member unit of the joint venture contractor, to carry out procedures to construct the pilot section on the Gia Lam - Hai Phong and Hanoi - Ho Chi Minh City railway lines.

In addition, Mr. Kwon Se-gon, Project Director of Korea Railroad Corporation, said that the equipment provided under the project will be used for rail cutting, rail welding, rail grinding and rail defect detection. These are core railway technologies that require highly specialized human resources.

"Through the implementation of this project, we expect to enhance Vietnam's railway maintenance management capacity, reduce railway infrastructure maintenance costs, and reduce human and property damage by reducing derailment accidents," said Mr. Kwon Se-gon.
