Fight against corruption and negativity right from the grassroots

In recent times, the work of preventing and combating corruption and negativity (PCTNTC) has been promoted by Quang Ninh in a drastic, synchronous and comprehensive manner. Thanks to that, the responsibility of Party committees, Party organizations, cadres, Party members and people has been raised, creating clear effectiveness in Party building and rectification, further consolidating people's trust, contributing significantly to the successful implementation of socio-economic development tasks, maintaining political security, order and social safety in the area.

Accordingly, the province has seriously implemented the regulations of the Party, the State and the province on PCTNTC; in organizing the implementation, it has closely followed the practical situation, linked with the goals, directions and key tasks to concretize. Thereby, the province's PCTNTC work has achieved remarkable results, with many clear changes. In particular, there has been a fundamental change in awareness and responsibility in PCTNTC work, in building and perfecting institutions and working regulations.

Provincial and local agencies listen, seek advice and direct the thorough resolution of information reflected by the people and the press, and publicize the results of the resolution in accordance with regulations. At the same time, proactively detect problems arising in practice to issue resolutions, directives and regulations, promptly provide leadership and close direction in the organization of implementation. The work of receiving citizens, handling complaints and denunciations, and resolving voters' recommendations is also focused on by all levels and sectors; mediation and dialogue in resolving civil and administrative cases are strengthened; thereby, many cases have been resolved promptly and in accordance with the law.

Typically, Cam Pha City has proactively discovered and investigated the case of "Receiving bribes" that occurred on May 5, 2022 at the Management Board of Vung Duc Inland Waterway Port (Group 63, Diem Thuy area, Cam Dong ward). Up to now, 7 defendants have been prosecuted for accepting bribes to allow households to illegally raise aquatic products outside the planning area, without being licensed by competent authorities in Cam Pha sea area.

Or most recently, on April 25, the Provincial People's Court sentenced 28 defendants in the case that occurred at the No. 3 River Management Joint Stock Company. This is a particularly serious case, complex in nature, involving many individuals, organizations, many sectors, many fields occurring in the province and is one of the cases that the Provincial Steering Committee for Anti-Corruption monitors and directs.

According to the indictment, from 2017 to 2021, Riverway Management Joint Stock Company No. 3 (Zone 2, Hong Ha Ward, Ha Long City) signed and implemented contracts for management, maintenance, and construction of traffic control signs with the Vietnam Inland Waterways Administration, the Ha Long Bay Management Board, and a number of other investors. During the implementation process, the defendants, who are company leaders, colluded with a number of individuals inside and outside the company to reduce the workload compared to the contract, falsified acceptance records, and appropriated money from a number of investors; embezzled assets, gave and received bribes for contracts signed with the Ha Long Bay Management Board, and embezzled assets of Riverway Management Joint Stock Company No. 3...

Bringing to trial many defendants who were once party members holding high positions, who had achieved many achievements and made great contributions in various areas of life, economy and society demonstrates the equality of the law, regardless of social status and status, and affirms the determination in the fight against corruption that the Party and State have been actively carrying out.

According to statistics, in the first 4 months of 2023, the whole province conducted 13 inspections and 12 supervisions, in line with the provincial inspection program and specialized inspections at the department level. Party committees at all levels disciplined 91 party members, equal to 86.7% over the same period, including 17 party committee members, accounting for 18.7% of the total number of disciplined party members. Inspection committees at all levels disciplined 18 party members, equal to 94.7% over the same period; including 6 party committee members, accounting for 33.3% of the total number of disciplined party members.

The Inspectorate has conducted 52 inspections (32 from the previous period), a decrease of 6 compared to the same period; issued conclusions on 24 inspections. Through inspections, it is recommended to recover more than 718 million VND to the State budget. Departmental inspectors have conducted 118 specialized inspections and checks (a decrease of 7 compared to the same period); administratively sanctioned 443 cases, with a total amount of more than 3.1 billion VND. Also during this period, the functional forces of the whole province have arrested and handled 135 cases/156 subjects violating the law on economy, corruption, and positions, including: 132 cases/146 subjects violating the law on economy; of which, 16 cases, 25 defendants were prosecuted, the rest were administratively handled, fined nearly 95 million VND and 3 cases/10 defendants violated the law on corruption and positions.

In order to effectively implement anti-corruption work in the locality, the province has also promoted anti-corruption work in a synchronous and comprehensive manner, linked to each specific political task, preventing through the organizational system, through operating regulations, through coordinated actions; proactively inspecting and supervising during the implementation process. In particular, it has promoted the development of strategies and plans; administrative reform; done well in personnel work and human resource training; focused on inspection during the implementation of projects that have not been paid or settled in order to proactively prevent, promptly detect and handle violations.

In the process of implementing public investment projects, BOT, BT (PPP), Quang Ninh has proactively invited the State Audit to audit right in the investment preparation, investment implementation and after completing the project settlement. The province also clearly defines the roles and responsibilities of heads of units and focuses on prevention, in accordance with the direction of the Central Government; sensitive areas that are prone to negativity such as land management, mineral resources, investment are all strictly controlled, regularly, continuously and through working regulations, respecting the working principles of the collective, ensuring democracy, publicity, transparency of policies and decisions in the management of projects, public investment, land, public asset management, etc.

At the same time, Quang Ninh also continues to promote the role, responsibility and effectiveness of the Provincial Steering Committee for Anti-Corruption; organize meetings of the Steering Committee and meetings of the Standing Committee of the Steering Committee according to regulations. Speed up the investigation and final handling of cases and incidents monitored and directed by the Standing Committee of the Provincial Party Committee and the Provincial Steering Committee; focus on thoroughly overcoming the shortcomings, limitations and violations pointed out in the conclusions of inspections, supervisions, audits and according to the new direction of the competent authority at higher levels.
