6.75 km starts for prospects

Up to this point, after more than 7 months, the Standing Committee of the 14th Provincial Party Committee concluded at the working session with the Standing Committee of the La Gi Town Party Committee on the results of the implementation of tasks in 2022, the direction of tasks in 2023 (Conclusion 698), including the unified direction on the construction of the coastal road through La Gi town, the relevant departments, branches and units have commented on the appraisal of the Report proposing the investment policy for the La Gi Coastal Road project, La Gi town. Currently, the project is being submitted to the Provincial People's Committee for approval of the investment policy in time to submit to the Provincial People's Council at the meeting at the end of this year. The purpose is to create conditions for the project to start construction in 2024, when the Project Investment Proposal Report emphasizes the implementation period of 3 years, the period 2024 - 2025 transitioning to the period 2026 - 2030. Therefore, the proposed capital source for appraisal is the provincial budget in the medium-term public investment plan for the period 2021 - 2025 transitioning to the period 2026 - 2030 and the central budget support.

According to the Project Investment Proposal Report, the total length of the planned investment route is about 6.75 km. Of which, the coastal route is 5.4 km long with the starting point intersecting with Cach Mang Thang 8 Street, and the ending point intersecting with Tran Khanh Du Street; the remaining 1.35 km are the access roads to the coastal road, including Cach Mang Thang 8 Street (from Nguyen Tri Phuong Street to the coastal road) about 0.9 km long and Tran Khanh Du Street (from Hung Vuong Street to the coastal road) about 0.45 km long.

The above project, when implemented, is considered the first step of the coastal road of La Gi town, which according to the general planning of the town until 2035 approved by the People's Committee of Binh Thuan province in 2019, has a length of about 18 km with the starting point bordering Ham Tan district; the end point intersects with DT.719 road at Km48+300. The road is 26 m wide, including: 15 m wide road surface, 8 m wide hillside sidewalk, 3 m wide seaside sidewalk; the sea side is planned with a green park strip and a coastal protection embankment. This is a newly invested and built road close to the coast, unlike other existing coastal roads in the province, with a total investment of 448,208 million VND.

No coastal enclaves

In Conclusion 698, the Provincial Party Standing Committee also directed that the planning of the coastal route must have a long-term vision, be interconnected, and take into account the ability to meet the future development of La Gi town, especially tourism development. Accordingly, it is necessary to calculate the planning to increase the width of the road surface, sidewalks, and increase the distance from the average high tide line for many years to the mainland of the route (about 100m) to create a wide enough space to access the beach. Do not plan or approve new investment projects to build on the coast (except for projects and works serving the community); at the same time, discuss with investors of projects that have investment policies, have approved 1/500 plans, have construction permits but have not yet been implemented to implement this content, in order to increase access to the sea for people and tourists; create "room" for tourism development in the inner area.

Doing so also means that there is no situation of “sandboxing” the coast like in some other coastal routes in the province, where resorts located close to the sea mean that the coast and sea surface are zoned off to serve the guests of the resort itself. This has in fact caused inequality in enjoying what nature has to offer, especially for the community and tourists who do not go through coastal resorts.

With La Gi town being a tourism - service urban area with an important position and role in the socio-economic development of the province, at the same time having a spillover effect to other localities, creating a driving force for economic growth in the southern region of the province. Therefore, with the coastal route built in the direction of paying more attention to the common community and social security, it will bring double the effectiveness. Because this coastal route, once it appears, will contribute to creating a typical landscape for La Gi coastal urban area, developing the local trade, service and tourism industry. Not only that, through traffic connections in the region, it also creates a driving force for the development of tourist areas, coastal urban areas, promoting socio-economic development, while serving rescue, ensuring security, national defense, and combating climate change of the town and neighboring areas.

Mr. Pham Trong Nhan, Chairman of La Gi Town People's Committee, said that the investment in building the coastal road of La Gi town is necessary. Because it not only gradually improves foreign traffic but also solves the difficulties and limitations in tourism and service development in the town in the past, contributing to the development of coastal urban areas. If investment procedures are resolved promptly and resources are proactively mobilized, including balancing support from a part of the provincial budget as directed by the Provincial Party Committee Standing Committee, the first 6.75 km out of 18 km of the coastal road through La Gi town will be completed in 3 years.
