On the morning of April 18, the National Assembly delegation of Ca Mau province led by Mr. Dinh Ngoc Minh, full-time member of the National Assembly's Economic and Financial Committee, periodically received citizens in the second quarter of 2025, at the citizen reception office of Ca Mau province.
Mr. Do Van Nghiep, permanent resident at 33A, Ba Dieu Hamlet, Ly Van Lam Commune, Ca Mau City, authorized by Ms. Ly Thuc Anh, presented his indignant opinion.
According to the statement of citizen Do Van Nghiep, the person authorized by Ms. Ly Thuc Anh: in 1976, Ms. Ly Thuc Anh's husband and wife and Truong Tinh Hy (deceased) bought house number 25, Trung Trac Street, Ward 2, Ca Mau town, Minh Hai province (now Ca Mau city, Ca Mau province) from Ms. Chau Minh Nguyet. When buying, there was no transfer paper, but when handing over money and gold to the seller, there were 4 key officials of Ward 2, including the chairman and secretary, vice chairman of the People's Committee, police chief, and ward captain at that time, who witnessed it. In 1992, Ms. Nguyet's daughter, Tran Chau Minh Thuy, filed a lawsuit to reclaim the house. The first instance and appeal courts of Minh Hai province, now Ca Mau province, ruled and forced Ms. Ly Thuc Anh to return the house to Ms. Tran Chau Minh Thuy.
Deputy Director of the Civil Judgment Enforcement Department of Ca Mau City Tran Dinh Truong expressed his views at the citizen reception.
"Before the verdict of the Court of First Instance and the Court of Appeal forced Ms. Ly Thuc Anh to return the house to Ms. Tran Chau Minh Thuy, Ms. Chau Minh Nguyet's son, 4 key officials of Ward 2, witnesses in the gold transfer case between the buyer and seller, and many competent agencies of Ca Mau province: Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the province, Internal Affairs Committee, Citizen Reception Committee... all submitted petitions to the Supreme People's Court and the Central authorities requesting an investigation and a final judgment or a retrial, but the Supreme People's Court all rejected the petitions. The reason was that there were no new circumstances that would change the case, so a retrial could not be held. But what the new circumstances were, the Supreme People's Court could not state," Mr. Do Van Nghiep was indignant.
On March 26, 2025, Mr. Do Van Nghiep sent a petition to National Assembly Chairman Tran Thanh Man, stating his concerns and those of Ms. Ly Thuc Anh's family, as well as those of many functional agencies of Ca Mau province.
National Assembly Delegate Dinh Ngoc Minh, full-time member of the National Assembly's Economic and Financial Committee, chaired the reception.
Sharing the difficulties and concerns of citizens, Mr. Dinh Ngoc Minh explained the policies and laws so that citizens could understand clearly; at the same time, he recorded the contents presented by citizens and would forward them to competent authorities for consideration, resolution and response to citizens in accordance with regulations.
“The petition of citizen Do Van Nghiep and his family was sent directly to National Assembly Chairman Tran Thanh Man; yesterday I directly called the National Assembly Chairman, he said he had received the petition and would direct the resolution,” informed Mr. Dinh Ngoc Minh.
