On the afternoon of August 6, at the National Assembly House, National Assembly Chairman Tran Thanh Man chaired a meeting with agencies and units to review preparations for the question-and-answer session at the 36th session of the National Assembly Standing Committee.

Attending were Vice Chairmen of the National Assembly: Nguyen Duc Hai, Tran Quang Phuong, Vice Chairwoman of the National Assembly Nguyen Thi Thanh; Deputy Prime Minister Le Thanh Long.
The question and answer session is expected to be held for 1.5 days, from August 21 to the morning of August 22, focusing on the positive aspects, shortcomings and limitations in the implementation of the resolutions of the Party. Standing Committee of the National Assembly on thematic supervision and questioning from the beginning of the 15th National Assembly term to the end of 2023.
Chairman of the National Assembly Tran Thanh Man stated: This is the first time during the term of the 15th National Assembly that the National Assembly Standing Committee has reviewed and questioned the implementation by agencies of the resolutions of the National Assembly Standing Committee on thematic supervision and questioning.
The first group of questions relates to 3 areas: Agriculture and rural development; Industry and trade; Culture, sports and tourism. The second group relates to 6 areas: Justice, Home Affairs, Security-order-social safety, Inspection, Court and Procuracy.
National Assembly Chairman Tran Thanh Man affirmed that this question and answer session received great attention from voters.
The method is similar to the questioning at the 6th Session, when the National Assembly focused on reviewing the implementation of commitments by Ministers and heads of sectors. This method is part of the process of innovating the supervisory activities of the National Assembly and the National Assembly Standing Committee.
The National Assembly Chairman also proposed not to set a strict time limit for each minister and head of industry to answer, but rather to let the chair manage the time; and suggested that delegates ask questions that are within scope, concise, and go straight to the heart of the issue.
The National Assembly Chairman pointed out that each session of the National Assembly spends about two and a half days conducting question and answer sessions. Before conducting the official question and answer session, the National Assembly Chairman, Vice Chairmen and the Government all review the preparation work in the spirit of preparing one step ahead, preparing carefully, early, and remotely, so that the question and answer session will meet the requirements and plans set out.
At the upcoming 36th Session, the question and answer sessions will be broadcast live on Voice of Vietnam, Vietnam Television, and Vietnam National Assembly Television for voters and people to follow and monitor.

To implement this activity, preparations have been carried out very early. The National Assembly Standing Committee issued a Plan on February 26, 2024 to assign tasks to implementing agencies. To date, related reports have been basically completed and meetings have been held to prepare for the questioning activity.
The question and answer session at the 7th Session recently received much attention and appreciation from voters and people, and was assessed by National Assembly deputies as being extremely democratic in a constructive and frank spirit, with many advances.
The National Assembly Chairman proposed to continue promoting the results and methods of conducting the question and answer sessions at the 7th Session; accordingly, National Assembly deputies focused on asking brief questions in one minute and on one issue, in accordance with the content proposed by the National Assembly Standing Committee.
Ministers and heads of sectors answered directly to the issues raised by National Assembly deputies in a "concise and clear" manner, in the spirit that whatever issue the deputies asked, the ministers and heads of sectors answered right to the point, focusing on that issue.
Reporting at the meeting, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong stated that, implementing the direction of the National Assembly Chairman, to fully serve the questioning activities at the 36th session, the Secretary General of the National Assembly has directed the review and inspection of the content, as well as the conditions to ensure that, up to now, the basic preparations have been implemented according to plan.
Up to now, the documents for the questioning session have basically been fully ensured. After this session, the Secretary General of the National Assembly will send them in advance to the National Assembly deputies for study, the National Assembly deputies will have about 15 days to study the documents.
At the meeting, representatives of ministries and branches participated in speaking and clarifying contents related to preparation work and how to conduct question and answer sessions at the 36th Session of the National Assembly Standing Committee.
High responsibility to the country and the people
Concluding the meeting, the National Assembly Chairman stated that at the 6th Session, the 15th National Assembly questioned members of the Government and heads of sectors on the implementation of resolutions of the 14th National Assembly and from the beginning of the 15th National Assembly's term to the end of the 4th Session on thematic supervision and questioning.
This is an opportunity to review the direction, management and operation of the Government, ministries and branches in implementing the National Assembly's Resolutions on thematic supervision and questioning.
The question and answer sessions at the 6th Session were lively and met the requirements and content set by the National Assembly Standing Committee. Ministries and branches prepared to answer very seriously.
The National Assembly Chairman shared the opinion of Deputy Prime Minister Le Thanh Long at the meeting, that ministers and heads of sectors are under a lot of pressure when answering questions before the National Assembly and voters nationwide; clearly stating that the Executive Chairman as well as National Assembly deputies are also under a lot of pressure.
However, this is a regular activity of the National Assembly conducted in accordance with the provisions of the Law on Organization of the National Assembly and the Rules of the National Assembly Session, demonstrating the high sense of responsibility of the National Assembly and the Government towards the country and the people.
Based on the comments at the meeting, the National Assembly Chairman requested the Secretary General of the National Assembly and the National Assembly Office to receive them to continue perfecting the documents and prepare a draft resolution for questioning at the meeting.
The National Assembly Chairman agreed with the proposal made at the meeting, according to which, National Assembly deputies should focus on asking questions within the scope of the chosen field for questioning this time, ensuring the right focus, key points, and time according to regulations, each question should not exceed one minute and should focus on one issue.
Emphasizing the importance of questioning activities, through questioning and answering sessions, voters and people will evaluate the capacity of Government members and heads of sectors; the National Assembly Chairman requested that ministers and heads of sectors continue to promote their experience in answering at previous questioning and answering sessions, with methods, ways and content of answers that meet the requirements of National Assembly deputies, voters and people.
The National Assembly Chairman highly appreciated the efforts, endeavors and proactive spirit of the Government, ministries and branches in implementing the resolutions of the National Assembly Standing Committee.
The reports have summarized the achievements, some limitations and shortcomings in the implementation of the resolutions of the National Assembly Standing Committee on thematic supervision and questioning, and the objective and subjective causes of the shortcomings and limitations, along with quite comprehensive measures and solutions to overcome them.
