Ha Long City Military Party Committee

In the 2020-2025 term, the Ha Long City Military Party Committee has innovated, created, resolutely organized the implementation and comprehensively completed the goals and targets of the Resolution of the 15th Party Congress with many new models and good practices that have been proven effective in practice.

Implementing tasks in the context of complicated and unpredictable developments in the world and region, especially the Covid-19 pandemic, the historic storm No. 3 (Yagi) has directly impacted the activities of the city's armed forces, but the Ha Long Military Party Committee has closely followed local realities, led and directed the successful implementation of Resolutions and Directives of all levels on local military and defense tasks. Notably, consolidating and building a defense posture, a national defense posture associated with a solid people's security posture and a strong people's hearts posture. The city has focused on investing in core projects in the composition of the posture with a budget of 526 billion VND; strictly managing 99 defense points and 72 defense works according to regulations.

The work of selecting and calling citizens to join the army ensures 100% of the annual target, with good quality. During the term, 1,638 citizens joined the army with the rate of college and university degrees reaching over 13%. The militia and reserve forces were built and consolidated. The number of militia and reserve forces reached 1.48% of the population, with over 90% being trained to help improve combat readiness, quick adaptation, and effective handling of situations, avoiding being passive in any situation.

The city effectively implemented the work of training on national defense and security knowledge for over 96,000 subjects, especially special subjects and students. The results of the training work all met and exceeded the set targets, of which subjects 3 and 4 reached 68,366 people, exceeding the Resolution's target by 0.6%. Thereby, it contributed significantly to raising the awareness and responsibility of cadres, party members and the entire population for the cause of protecting the Fatherland "from early on, from afar, from the grassroots".

The city's armed forces strictly maintained combat readiness, coordinated to grasp the situation, maintained political security, social order and safety in the area. Organized drills in accordance with principles, realistically, and in accordance with combat requirements, ensuring absolute safety for people, weapons, equipment, and vehicles; completed 2 years ahead of the drill plan. Completed combat training and political education programs for subjects according to plan, 100% of inspection results met requirements, of which the regular force achieved over 80% good and excellent; the militia and self-defense force and reserve mobilization force achieved over 76% good and excellent (exceeding 0.1% of the target set by the Resolution).

Promoting the core and pioneering role on the front line of natural disaster prevention, incident response and search and rescue, the armed forces mobilized nearly 4,500 comrades and nearly 600 vehicles to carry out tasks; in particular, actively supporting people in responding to the Covid-19 pandemic and overcoming the consequences of storm No. 3 (Yagi); speedily implementing the "7-day-and-night peak campaign" with good results.

Along with that, the city's military has promoted mass mobilization work, participating in building a strong local political base. Over the past 5 years, the force has sponsored 3 students in difficult circumstances until they turn 18, given health insurance cards, visited and presented gifts to policy beneficiaries, with a budget of over 2.8 billion VND; built and repaired 23 houses for policy beneficiaries and enlisted soldiers worth nearly 1.1 billion VND; supported the construction of 23 solidarity houses, comrade houses...

Lieutenant Colonel Nguyen Huu Thoang, Deputy Secretary of the Military Party Committee, Political Commissar of the City Military Command, said: From the achieved results, in the coming term, the City Military Party Committee will continue to seriously and effectively implement the Party's directives and resolutions, and the State's laws on performing local military and defense tasks. Specifically, strive for 100% of officers and soldiers to have strong political will, grasp their responsibilities and tasks, and be ready to receive and complete all assigned tasks; advise on investment in the construction of combat bases to reach 80%; complete planning and construction of 100% of logistics and technical base projects. National defense and security knowledge training for subjects 2 and 3 reached 100%, subject 4 reached over 95%.
