Quang Ninh has 42 ethnic minorities, living mainly in mountainous and border areas of the province. These are strategic areas of special importance in terms of politics, national defense - security (NDS), and foreign affairs; therefore, ensuring DSS in ethnic minority and mountainous areas is always a concern of the province.
First of all, the province promotes the building of the political system, improving the quality of activities of party organizations and authorities in these regions; in which, attention is paid to arranging and assigning ethnic minority cadres to participate in Party committees, People's Councils and People's Committees.
Along with that, the work of developing ethnic minority party members has received special attention from localities. Every year, Party committees at all levels review the source of developing ethnic minority party members to train, support and introduce them to the Party for consideration and admission. Thanks to that, up to now, 100% of ethnic minority villages and hamlets in the province have party cells and socio-political organizations.
In particular, the province continues to effectively implement Conclusion No. 68-KL/TW (dated February 5, 2020) of the Secretariat "On 2 years of implementing the pilot policy of increasing the number of Party Committee members who are border guard station officers to the border district Party Committee in Quang Ninh province". Thereby, 24 comrades are maintained in the position of deputy secretaries of the commune Party Committee; 5 comrades are station chiefs and political commissars of border stations participating in the Party Executive Committee of the district and city Party Committee of the border and island areas for the 2021-2025 term. Currently, there are 95 Border Guard Party members participating in Party cell activities of villages and hamlets in border and island areas; 420 Border Guard officials and Party members are assigned to be in charge of 1,436 households in border and island areas.
Besides promoting the building of the grassroots political system to mobilize the entire population to participate in ensuring national defense and security in ethnic minority areas, the province continues to coordinate with forces to implement policies to ensure national defense and security in these areas.
Every year, the province organizes training on national defense and security knowledge for over 55,000 students of colleges, universities, vocational high schools, and high schools in the province. 100% of the militia and reserve forces are trained in national defense and security knowledge every year. From 2021 to present, the district-level military command has coordinated with local authorities to open 12 training classes on national defense and security knowledge for 11,414 people, of which 825 are village elders, village chiefs, and prestigious people in ethnic minority, mountainous, border, and island areas.
Currently, there are 381 prestigious people in ethnic minority areas in the province. The District Military Command regularly implements the operational convention between the local armed forces and prestigious people in ethnic minority areas, to promote the role of village elders and village chiefs in propagating and mobilizing the community to well implement the Party's guidelines, policies and laws of the State, unite to protect security and order in ethnic minority areas, mountainous areas, border areas and islands; mobilize people to actively participate in the emulation movement "Quang Ninh joins hands to build new countryside" associated with the successful implementation of Resolution No. 06-NQ/TU (dated May 17, 2021) of the Provincial Party Committee...
Mr. Tang Denh Than, a prestigious person in Moc 13 village (Quang Duc commune, Hai Ha district), said: "I regularly mobilize people to respond and participate in the movement of the whole people to protect national security and order, protect border markers; coordinate well with patrol forces, control and protect the border..., contributing to ensuring security and order in the village".
The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police proactively advised on the effective implementation of the movements: "All people participate in protecting territorial sovereignty and national border security in the new situation"; "All people participate in protecting territorial sovereignty and national border security" in the province; built grassroots security models in 46 communes, wards and towns in the province, including 21 communes and towns in ethnic minority areas; built 56 "Safe areas, safe units" clusters; maintained twinning activities with 87 communes, wards and towns stationed in the area; effectively implemented the movement of uniting the three youth forces; established and maintained 75 groups and teams that regularly grasped the area in the economic - defense - security zones...
Thereby contributing to the destruction and suppression of illegal border crossings, encroachment, illegal fishing in Vietnam's sea areas, firmly protecting national border sovereignty... Effectively implementing "building a national defense posture for all people", "a posture of people's hearts", "a posture of people's security", the work of national defense and security in the ethnic minority areas of the province is always firmly ensured.
