The National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas (DTTS&MN) for the 2021-2025 period (Program) is being implemented in the province, initially bringing positive results, contributing to improving the lives and incomes of people, especially in remote areas and ethnic minority areas.
In particular, the implementation of evaluating beneficiaries, especially households supported with residential land, production land, and housing, aiming to solve the shortage of residential land, housing, and production land, has been and is being implemented by localities in accordance with regulations.
According to regulations, beneficiaries of the Program include communes and villages in ethnic minority and mountainous areas; ethnic minority households and individuals; Kinh households and individuals who are poor or near-poor living in extremely disadvantaged communes and villages; enterprises, cooperatives, cooperative unions, socio-economic organizations operating in extremely disadvantaged communes and villages, and relevant agencies, organizations and individuals participating in the implementation of the Program. The scope of the Program is in communes and villages in ethnic minority and mountainous areas, in which the Program's resources are prioritized for investment in extremely disadvantaged areas and safe zone communes in ethnic minority and mountainous areas.
To ensure that the review of beneficiaries of the support policy for residential land, housing, and production land is carried out in accordance with regulations, objectively, and consistently, based on the guidance of the Central Government and the actual situation in the locality, the Provincial Ethnic Committee has developed, issued, and guided the implementation of each project of the Program, clearly defining the subjects, scope, and priority order of support for the district and commune levels to promptly and effectively implement.
Comrade Nguyen Thi Thu Hang - Deputy Head of Planning and Synthesis Department, Provincial Ethnic Minorities Committee said: According to regulations, in the period of 2021-2025, the province has 58 communes in mountainous areas I, II, III and 70 extremely disadvantaged villages (outside communes in area III), concentrated in districts: Thanh Son, Yen Lap, Tan Son, Doan Hung, Thanh Thuy, which are eligible for the support policies of the Program. To facilitate localities in the process of implementing the project to ensure the content according to regulations, the Provincial Ethnic Minorities Committee has issued guidelines for reviewing the subjects, priority order, content, and principles of supporting residential land and production land for ethnic minorities and mountainous people. The priority order is focused on poor households headed by ethnic minority women; affected by natural disasters; people with meritorious services to the revolution; living in communes and villages with special difficulties... In particular, the closed implementation process has been specified, and implementation has been decentralized from residential areas to the district People's Committee.
To implement the project contents, the localities in the beneficiary area have actively implemented. Yen Lap district has issued a document directing the relevant specialized departments to coordinate in reviewing and determining the average level of residential land and production land in the ethnic minority and mountainous areas in detail for each type of production land according to regulations. The People's Committees of communes have reviewed, counted, and compiled preliminary reports on households lacking residential land, production land, and housing.
Comrade Dinh Xuan Chinh - Vice Chairman of the People's Committee of Xuan Vien Commune, Yen Lap District shared: Before conducting the steps of screening and making a list of beneficiaries according to regulations, the commune promoted propaganda and widely disseminated the contents, subjects and scope of the Program so that people could clearly understand, thereby coordinating well with residential areas and local authorities in organizing the implementation to ensure effectiveness and progress. Through review, in the period of 2021-2025, the whole province has about 2,500 households in need of support for residential land and production land. Up to now, some contents of the project are urgently completing the work of appraising documents, issuing decisions to approve support levels, and transferring to specialized agencies to disburse capital to beneficiaries.
Ensuring the right beneficiaries of support policies on residential land, housing, and production land has created high consensus and unity in the community, thereby accelerating the implementation of the Program's content, creating momentum for socio-economic development in the province's ethnic minority and mountainous areas, gradually narrowing the gap between the lowlands and the highlands...
