Officials in the important port city of Kaohsiung, which was at the centre of the storm, asked residents to stay home and away from the sea, rivers and mountains.
The approaching storm, bringing strong winds and pouring rain, has so far killed two people and injured more than 100 in the past few days, forcing thousands to evacuate from low-lying or mountainous areas.

Taiwan's emergency operations center said on Wednesday that at least 102 people were injured and two died due to unusual weather conditions caused by Typhoon Krathon.
An elderly man died after falling off a ladder while trimming tree branches in the eastern city of Hualien. Another man died after his car crashed into falling rocks in Taitung County. Two others are missing.
The typhoon, packing sustained winds of 173 km/h and gusts of 209 km/h, is expected to make landfall on Taiwan's populous west coast early Thursday morning, according to Taiwan's weather bureau. The strongest winds are expected to hit the southwestern part of the island.
On Wednesday, all cities and prefectures on the island declared a day off, closed financial markets and canceled domestic flights, along with 246 international flights, while more than 10,000 people were evacuated, mainly in the south and east.
The Taipei City government has announced a second holiday on Thursday, meaning financial markets will remain closed. Taiwan's north-south high-speed rail line remains open, but at reduced service.
Typhoons typically hit Taiwan's sparsely populated and mountainous east coast facing the Pacific Ocean, but Krathon will hit the island's flat western plains.
Taiwan's weather bureau said the storm was expected to hit the area between Kaohsiung and the neighboring city of Tainan early Thursday morning before moving northeast toward Taipei.
