In addition to choosing to refer mainly to the European Commission's DigComp digital competency framework, the digital competency framework for Da Nang citizens is also built on the basis of selecting groups of fields and specific criteria of each digital competency suitable to the reality of Da Nang.

Specifically, the digital competency framework for Da Nang residents includes 5 areas: Information and data, communication and collaboration, digital content creation, protection and safety, digital environment, with a total of 17 digital competencies and 173 assessment criteria.

Each digital competency component in the digital competency framework for Da Nang residents is specifically described with criteria on knowledge, skills, attitudes and is assessed according to 5 proficiency levels: beginner, basic, good, high, advanced.
