It is known that currently, there are 142 medical examination and treatment facilities in 29 localities nationwide using Electronic Medical Records. This system helps connect medical facilities and ensures the storage and exchange of patient information easily and quickly.

Electronic medical records are considered an important solution to replace traditional paper medical records, helping to reduce errors in the diagnosis and treatment process.
This system not only simplifies administrative procedures but also helps doctors and medical staff monitor and manage patients' health anytime, anywhere.
To ensure the success of the implementation of electronic medical records and medical data coordination systems, the Ministry of Health has coordinated with major hospitals such as Bach Mai Hospital and Cho Ray Hospital to carry out the pilot program.
At Bach Mai Hospital, the system has been deployed at medical facilities in Bac Ninh and Thai Nguyen provinces. Along with that, Cho Ray Hospital also connects with medical facilities in provinces such as Binh Duong and An Giang.
This pilot model has demonstrated the feasibility and effectiveness of the system by helping these medical facilities synchronize data, facilitate information exchange and reduce workload for doctors.
The medical data coordination system not only helps to manage patient records scientifically, but also creates conditions for health care to be carried out more synchronously and effectively.
To accelerate the implementation of electronic medical records, Minister of Health Dao Hong Lan has made an important request to medical examination and treatment facilities nationwide to deploy electronic medical records and electronic health books integrated on the VNeID application before September 30, 2025.
This is one of the key tasks in the digital transformation strategy of the healthcare sector, aiming to optimize management, improve service quality and ensure information security in healthcare.
To achieve this goal, the Ministry of Health requires medical examination and treatment facilities to prioritize resources and urgently deploy electronic medical records, while promoting measures to apply information technology in health management and care.
The Ministry of Health also requires hospitals and medical facilities to use electronic health books integrated on the VNeID application, allowing people to easily access and manage their health information.
In particular, Minister Dao Hong Lan emphasized the role of leaders of medical examination and treatment facilities, requiring leaders to set an example in awareness, innovation in thinking and methodology of digital transformation.
“Leaders must give strong direction and remove difficulties and obstacles to successfully and timely deploy electronic medical records,” the Minister shared.
According to the plan, medical facilities will actively apply artificial intelligence (AI) and big data in disease diagnosis and treatment. The Ministry of Health also requires increased connectivity and sharing of medical data between medical facilities and treatment lines, helping to improve the effectiveness of medical examination and treatment and disease prevention.
In addition, the application of technology in cashless payment for medical services will help reduce risks, increase convenience and transparency in medical transactions. The Ministry of Health also requires hospitals and medical facilities to deploy solutions to support people, such as using chip-embedded citizen identification cards, biometric identification, online medical examination and treatment registration and implementing telemedicine.
One of the important factors in digital transformation of healthcare is ensuring information security and patient data confidentiality. The Ministry of Health requires medical examination and treatment facilities and relevant agencies to implement measures to protect network information, ensuring that medical data is always managed and protected in accordance with the law.
The Ministry of Health will also strengthen regulations on cyber security, requiring medical facilities to implement data protection measures according to information security levels and closely monitor implementation.
To ensure the smooth implementation of digital transformation in the healthcare sector, the Ministry of Health requires healthcare training institutions to urgently deploy information technology applications and digital transformation in training, teaching and learning.
Digital transformation content must be integrated into training programs, ensuring that healthcare workers have sufficient skills and knowledge to operate modern technology systems in healthcare.
The Ministry of Health aims to have 100% of eligible administrative procedures provided as online public services by the end of 2025. At the same time, at least 80% of administrative procedure records will be processed online, and the proportion of adults using online public services will reach 40% or more.
Hospitals and medical facilities must complete the implementation of electronic medical records and electronic health books before September 30, 2025. This goal is to build a modern and convenient health system, while improving the quality of medical examination and treatment, disease prevention and meeting the increasing needs of the people.
