Is it possible to be considered for a transfer from medical assistant to doctor?

(Chinhphu.vn) - Mr. Vu Dinh Tien (Lam Dong) is a Grade IV General Practitioner. In 2017, he was sent to study by his agency and graduated as a medical doctor (joint training program) in 2022.

Mr. Tien asked if he could be promoted from General Practitioner Grade IV to Medical Doctor Grade III, or if he could be considered for a professional title change from General Practitioner to Doctor. What are the procedures and authority for considering this professional title change?

Regarding this issue, the Ministry of Health responded as follows :

On May 27, 2015, the Ministry of Health coordinated with the Ministry of Home Affairs to issue Joint Circular No. 10/2015/TTLT-BYT-BNV regulating codes and standards for professional titles of doctors, preventive medicine doctors, and medical doctors, which stipulated three groups of professional titles of doctors, preventive medicine doctors, and medical doctors in the same Joint Circular, but with the first four digits of the professional title codes being different due to different tasks, professional competence standards, and requirements for professional training levels (doctors and preventive medicine doctors have a training period of 6 years; intermediate-level medical doctors have a training period of 2 years).

The titles of doctor and preventive medicine doctor do not have a Grade IV professional title; however, according to the classification of professional titles, the title of medical assistant is not a lower grade than the professional titles of doctor and preventive medicine doctor.

Currently, medical practitioner is a medical professional title stipulated in the Law on Medical Examination and Treatment 2023, with the function of providing and performing primary health care services within the scope of professional activities stipulated in Circular No. 32/2023/TT-BYT dated December 31, 2023 of the Minister of Health. In recent years, medical professionals holding the professional title of medical practitioner have effectively served the people's health care needs at the grassroots health care level.

Recently, in order to improve their professional qualifications and skills, health sector officials were recruited with the professional title of Grade IV Physician, who had attended school and had a medical degree, and were granted a practice license with the scope of expertise of a doctor. These officials have met the standards, conditions, professional and technical competence of the professional title of Grade III Physician and are suitable for the professional title of Doctor and the scope of practice prescribed in the Law on Medical Examination and Treatment, meeting the training standards of the professional title of Grade III Physician to be promoted to the title of Grade III Physician if they meet all other standards and conditions as prescribed.

For civil servants of rank V and rank IV, promotion to the next higher professional rank (rank IV and rank III) shall be considered in accordance with Clause 2, Article 32 of Decree No. 115/2020/ND-CP (amended and supplemented by Clause 16, Article 1 of Decree No. 85/2023/ND-CP) if they meet all the prescribed standards and conditions.
