The Ministry of Public Security's Investigation Police Agency has just issued an investigation conclusion, proposing to prosecute Nguyen Thi Thanh Nhan (chairwoman of AIC Company) and 12 others in the case of violating bidding regulations causing serious consequences at the Vietnam Computer Emergency Response Center under the Ministry of Information and Communications, International Progress Joint Stock Company and related units.

In particular, Ms. Nguyen Thi Thanh Nhan was proposed to be prosecuted for violating bidding regulations causing serious consequences. This is the 5th case in which Ms. Nhan has been criminally prosecuted.

In addition, the defendants Do Van Son (former head of project management board 2 of Tien Bo International Joint Stock Company), Nguyen Trong Duong (former deputy head of the Department of Financial Planning, Ministry of Information and Communications, former director of VNCERT), Ngo Quang Huy (former deputy chief of the Office of the Ministry of Information and Communications, former deputy director of VNCERT) were also proposed to be prosecuted for the above crime.

The investigation concluded that in 2016, the then Minister of Information and Communications, Mr. Truong Minh Tuan (currently serving a sentence in the MobiFone – AVG case), approved a project to purchase equipment and hire technical services to monitor and analyze incidents and cyber security attacks (the project).

From October 10, 2019, VNCERT merged into a unit under the Department of Information Security, Ministry of Information and Communications. VNCERT was assigned as the project investor.

The investigation concluded that right from the time VNCERT built the list of equipment and software for the project, Ms. Nhan directed Nguyen Van The (head of KT7 Department of AIC Company) to coordinate with VNCERT to introduce products to sales companies. At the same time, she determined the investor's purchasing needs to negotiate the output price with the sales companies.

From there, in order to agree on the estimated price with the project investor, ensuring that AIC Company gets a profit of 40% and is oriented to be the unit that will win the bid to supply equipment.

After the investor implemented the steps to request approval and legalize the consulting steps based on the list and equipment prices agreed between AIC Company and the investor, Nguyen Thi Thanh Nhan continued to direct Do Van Son to set up a "blue team" and a "red team" to bid.

This is aimed at helping AIC Company win package number 8 (investment in purchasing equipment and software).

The police investigation agency determined that the actions of defendant Nguyen Thi Thanh Nhan caused damage to state property of more than 17 billion VND.

"Nguyen Thi Thanh Nhan fled to avoid personal responsibility and obstruct the investigation, so she needs to be strictly punished to ensure deterrence and general prevention," the investigation conclusion stated.

In addition to the above case, Ms. Nguyen Thi Thanh Nhan was sentenced to a total of 30 years in prison for bidding violations and bribery in Dong Nai, Ho Chi Minh City, Quang Ninh...
