In Vietnam, corruption and negativity are caused by the degradation of political ideology, morality and lifestyle of a number of cadres and party members, which has made the implementation of the Party's guidelines no longer serious, and the common interests have "run" into private pockets, causing discontent and reducing people's trust. Unofficial "grease" costs have become a burden for investors, affecting the integrity of the political system.
In this book, General Secretary Nguyen Phu Trong explained very briefly and concisely: Corruption (embezzlement, harassment) is a negative, evil social phenomenon that exists in every era, every regime, and every country; it is a “congenital defect” of power. Countries that exist and develop strongly are interested in and carry out effective anti-corruption struggles.
The General Secretary also pointed out that the underlying cause of corruption is individualism, the degradation of political ideology, morality, and lifestyle of a number of cadres, party members, civil servants, and public employees, including high-ranking leaders, and: “If we only prevent and combat corruption in terms of money and assets, it is not enough; what is more dangerous is the degradation of political ideology, morality, and lifestyle. This is the root of corruption; without degradation and corruption, how can it lead to corruption?
Money and assets can still be recovered, but if there is moral and ideological degradation, everything is lost. Therefore, preventing and combating negativity, focusing on preventing and combating the degradation of political ideology, morality, and lifestyle among cadres, party members, civil servants, and public employees, means eliminating corruption at its root.
If we only prevent and combat corruption in terms of money and assets, it is not enough. What is more dangerous is the degradation of political ideology, morality, and lifestyle. This is the root of corruption; without degradation and corruption, how can it lead to corruption?
General Secretary Nguyen Phu Trong
The General Secretary has chosen the hottest and most pressing issue in today's society to launch the fight against corruption and negativity, strengthening the trust of cadres, party members and people in the Party and the State. Over the past ten years, the fight against corruption and negativity has been resolutely directed by the Central Steering Committee on Corruption and Negativity Prevention and Control, with the spirit of "no forbidden zones, no exceptions", achieving many positive and clear results.
Many major cases have been exposed, many corrupt people have been severely punished, and people's assets have been recovered. These things confirm that the General Secretary has "correctly diagnosed the disease" and the determination to "treat the disease" of the Party and the State in the fight against corruption and negativity. The close and decisive direction of General Secretary Nguyen Phu Trong has helped sectors, levels, localities, grassroots party organizations, party members and the majority of people to grasp, thoroughly understand and more confidently implement this important work effectively. The effect has been clearly seen in that the resolute fight against corruption and negativity has significantly contributed to cleaning up the cadre team, strengthening the Party and consolidating people's trust in the Party.
In the coming time, we must continue to overcome many difficulties and challenges. In order to prevent and repel corruption and negativity, in addition to determination, the Party also needs stronger and more effective measures. The great strength and driving force of the fight against corruption and negativity is the consensus, support and active participation of the people and the entire political system, the core of which is the agencies assigned to prevent corruption and negativity with all sectors and stages: internal affairs, inspection, auditing, investigation, prosecution, trial and execution.
From the practical experience of the fight against corruption and negativity, we have clearly seen: “Fighting against corruption and negativity: A necessary and inevitable task; an irreversible trend!” as General Secretary Nguyen Phu Trong affirmed in the book. We “Consistently follow the motto: Preventing corruption and negativity, early, from afar, from both the top and the bottom” and “Unanimously agreeing with everyone, throughout the whole process” with the guiding ideology throughout the implementation being resolute, persistent, continuous, tenacious, restless, non-stop, proactive, positive - in which prevention is the main, fundamental, long-term task, combating is important and urgent in the work of preventing corruption and negativity under the leadership and direction of General Secretary Nguyen Phu Trong.
