Kinhtedothi-On November 14, the City Party Committee's Steering Committee on Anti-Corruption and Negative Actions (PCTNTC) held a meeting to give opinions on the situation and results of activities in the past time, key tasks in the last months of 2024; and direction on handling corruption and negative action cases and incidents under monitoring and direction.
Member of the Politburo, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hanoi City Bui Thi Minh Hoai - Head of the Steering Committee chaired the meeting.
Attending were Deputy Heads of the Steering Committee; members of the Steering Committee; leaders of internal affairs agencies of Hanoi City.
Finished directing the handling of 21/45 cases under surveillance
Concluding the meeting, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai - Head of the Steering Committee highly appreciated the City Party Committee's Internal Affairs Committee (standing agency) and members of the Steering Committee for performing well their duties and contributing to the overall work results of the Steering Committee since the beginning of the year.
Since the beginning of 2024, the work of PCTNTC has been directed by the City Party Committee, the Standing Committee of the City Party Committee, and the Steering Committee of the City Party Committee to be implemented methodically, synchronously, and drastically, in conjunction with comprehensively promoting the work of Party building and rectification and the political system.
In particular, the Standing Committee of the City Party Committee and the Steering Committee have focused on leading and directing the serious and urgent implementation of the instructions and conclusions of the General Secretary - Head of the Central Steering Committee, regulations, directives, plans, and conclusions of the Central Committee, Working Groups, and Inspection Groups.
District, town, city party committees, party committees directly under the City Party Committee; departments, agencies and branches of the City conduct a summary of Program No. 10-CTr/TU dated March 17, 2021 of the City Party Committee on "Improving the effectiveness of anti-corruption work; practicing thrift and combating waste in the period of 2021-2025"; thoroughly implement Directive No. 24-CT/TU dated August 7, 2023, Plan No. 171-KH/TU dated August 14, 2023 of the Standing Committee of the City Party Committee on "Strengthening discipline, discipline and responsibility in handling work in the political system of Hanoi City".
Inspection, supervision and investigation work has been strengthened, focusing on sensitive areas that are prone to corruption and negativity; focusing on inspecting and strictly handling party organizations and party members with signs of violations related to cases and incidents. Synchronously combining party discipline with administrative discipline and criminal handling. Party committees, party organizations, agencies and units have strictly implemented the direction mechanism of the Central Steering Committee in coordinating the detection and handling of corruption and negativity through inspection, supervision, investigation, prosecution, trial and execution of sentences; 87 cases with signs of crime have been transferred to the investigation agency for handling according to the law.
Investigation, prosecution and trial work continued to be promoted, promptly investigating and strictly handling many serious and complicated corruption and negative cases that attracted public attention. The prosecution agencies at 2 levels of the city accepted and resolved 279 cases/601 defendants; prosecuted 142 cases/401 defendants; and tried 138 cases/381 defendants at first instance. The Hanoi People's Court brought the first instance trial to trial, the City People's Procuracy exercised the right to prosecute and supervise the first instance trial of 3 cases monitored and directed by the Central Steering Committee on Anti-Corruption and Discrimination.
The Steering Committee unanimously concluded the direction of handling 21/45 cases under monitoring and direction because the settlement had been completed according to the provisions of law. For the remaining 24 cases, the Steering Committee assigned the Party Committee of the City People's Court to directly monitor and direct the acceleration of the settlement of 8 cases; assigned the Party Committees of judicial agencies to continue directing the City's prosecution agencies to settle 1 case; for the rest, the City Party Committee's Steering Committee continued to monitor and direct the handling of 15 serious, complicated corruption and negative cases of public concern.
Speed up the resolution of cases
Recognizing that the work of anti-corruption still has shortcomings and limitations, and the progress of handling and resolving a number of cases and incidents is slow, Secretary of the City Party Committee Bui Thi Minh Hoai directed Party committees and Party organizations at all levels to continue to strengthen leadership, direction and effectively organize the implementation of the Party's guidelines and policies and laws of the State on anti-corruption. Fully and promptly implement the conclusions and directions of the Central Committee, the Standing Committee of the City Party Committee, the conclusions and recommendations of inspection teams and working groups. Strengthen discipline and discipline in conjunction with the implementation of Directive No. 24-CT/TU; strictly handle cadres and party members involved in corruption and negative cases and incidents. Promptly resign, dismiss, replace and assign other jobs to disciplined cadres and cadres with limited capacity.
The Head of the Steering Committee also requested to improve the effectiveness of the inspection and supervision work of the City Party Committee Steering Committee; complete the inspection and supervision plan for 2024. Strengthen inspection and examination of areas prone to corruption, waste, negativity, and outstanding, pressing issues of public concern. Improve the effectiveness of self-inspection and inspection to detect and handle corruption, waste, and negativity within the organization. Focus on directing the settlement of petitions, complaints, denunciations, reflections, and recommendations on corruption, waste, negativity, and prolonged complaints and denunciations. Especially complaints and denunciations related to leaders and managers at all levels to prepare well for the personnel of the Party Congresses at all levels for the next term.
In parallel with strengthening inspection and review of the implementation of thrift practice and waste prevention according to Directive No. 27-CT/TW dated December 25, 2023 of the Politburo, Plan No. 223-KH/TU dated March 12, 2024 of the Standing Committee of the City Party Committee, Secretary of the City Party Committee Bui Thi Minh Hoai requested all levels and sectors to focus on leading and directing the work of detecting and handling corruption, waste and negativity. At the same time, strictly implement the coordination mechanism in detecting and handling corruption and negativity through inspection, investigation, prosecution, trial and execution of judgments; the mechanism for implementing the meeting and reporting regime to remove difficulties and obstacles in appraisal and asset valuation in resolving corruption and negativity cases.
The authorities closely coordinate and speed up the resolution of corruption and negative cases; regularly review corruption, economic and negative cases with defendants and subjects who have fled abroad or are wanted, to resume investigation, prosecution and trial in accordance with the law; and promote anti-corruption work in the non-state sector.
Secretary of the City Party Committee Bui Thi Minh Hoai emphasized that it is necessary to speed up the progress of resolving cases, investigating, prosecuting, and trying corruption and negative cases under the supervision and direction of the Central Steering Committee and the City Party Committee's Steering Committee. In particular, from now until the end of 2024, 19 cases and incidents under supervision and direction must be completely resolved, ending the supervision and direction (including 8 cases assigned to the City People's Court, 11/15 cases and incidents under the supervision and direction of the Steering Committee).
The Head of the Steering Committee also requested to step up propaganda and education on preventing and combating corruption, waste and negativity. Focus on directing the strengthening of education on the culture of integrity; improve the effectiveness of preventive solutions; develop regulations on publicity, transparency and accountability in the organization and operation of agencies, organizations and units. Effectively implement regulations on controlling assets and income of people with positions and powers; promptly rectify and overcome the situation of shirking, avoiding, fearing responsibility and not daring to do in a number of cadres and party members.
Strengthen the effectiveness and efficiency of the People's Councils, the role of the Vietnam Fatherland Front at all levels, socio-political organizations, and people of all walks of life in supervising elected representatives, supervising state officials and civil servants in complying with the law on anti-corruption.
