Since the beginning of the 2020-2025 term, the Party Inspection Commission at all levels has proactively and actively advised the Party Committees to direct and synchronously and comprehensively implement the contents and tasks of inspection, supervision and discipline enforcement within the Party. Accordingly, the Provincial Party Inspection Commission has advised the Provincial Party Standing Committee and Party Committees at all levels to lead and direct the dissemination, dissemination, propaganda and implementation of the Central Committee's resolutions, regulations, decisions and instructions on Party building work in general and inspection and supervision work in particular to Party organizations and Party members in the Provincial Party Committee. It has proactively advised on reviewing, specifying, amending, supplementing and promulgating regulations, plans, and instructions on inspection, supervision and discipline enforcement.
In particular, implementing the Action Program to implement the Resolution of the 22nd Provincial Party Congress, it advised the Provincial Party Committee to issue Resolution No. 03-NQ/TU dated July 12, 2021 on improving the quality, effectiveness and efficiency of inspection, supervision and discipline enforcement work within the Party of the Provincial Party Committee; leading and directing the development and promulgation of the annual inspection and supervision program of the Provincial Party Standing Committee and the inspection and supervision program of Party committees and Inspection Commissions at all levels within the Provincial Party Committee.
Based on the leadership and direction of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee on inspection and supervision work, the Provincial Party Committee's Inspection Commission closely coordinates with relevant agencies to create unity and synchronization in inspection and supervision work; create positive changes in ideology, awareness and action within the Party regarding inspection, supervision and Party discipline enforcement, first of all within the Party Committee, especially the heads of Party Committees, Party organizations, State organizations, and socio-political organizations.
Party committees and inspection committees at all levels have proactively developed programs, plans and organized the implementation of inspection and supervision tasks with the motto "Expanded supervision, focused and key inspection". "no forbidden areas", "no exceptions"; implemented publicly, democratically, objectively, cautiously, strictly in accordance with principles and regulations. The quality and effectiveness of inspection and supervision work have been significantly improved and enhanced, especially the implementation of the Resolution of the 22nd Provincial Party Congress, term 2020-2025 and Resolution 03-NQ/TU, both approaching the general goals set out.
Since the beginning of the term, the Standing Committee of the Provincial Party Committee has conducted specialized inspections and supervisions of Party committees directly under the Provincial Party Committee, Party delegations, and Party executive committees at a rate of 139%; Party committees directly under the Provincial Party Committee have conducted specialized inspections and supervisions of affiliated Party organizations (Party cells, grassroots Party committees) at a rate of 82%; grassroots Party committees have conducted specialized inspections and supervisions of affiliated Party cells at a rate of 88.5%; Party cells directly under grassroots Party committees regularly supervise 100% of Party members participating in Party cell activities.
Party committees, party organizations, and inspection committees at all levels in the provincial Party Committee inspected 3,371 party organizations, reaching 98.1% of the set target; 4,346 party members, reaching 97.8% of the set target. Of which, inspection committees at all levels inspected signs of violations in 1,389 party organizations and 2,167 party members. Party committees, party organizations, and inspection committees at all levels also conducted thematic supervision of 2,432 party organizations, reaching 90.7% of the set target, and 3,335 party members, reaching 98.03% of the set target.
The inspection and supervision content focuses on prominent and urgent issues of public concern such as: compliance with resolutions, directives and organizational principles of the Party; internal solidarity; compliance with working regulations of Party committees; organizational and personnel work; leadership and direction of implementation of socio-economic development policies, site clearance for investment and basic construction projects; land management and use; management and use of assets and public finance; procurement of medical equipment and supplies for COVID-19 prevention and control, etc.
Inspections and supervisions are carried out seriously, strictly, qualitatively, effectively, ensuring the correct principles, procedures, regulations, content, and subjects; clearly concluding the advantages, disadvantages, nature, level, harm, and causes of violations; the handling is fair, accurate, and timely, so there are no disciplinary complaints, which are highly appreciated by cadres, party members, and the people. The work of handling complaints and denunciations by Party committees and Inspection Committees at all levels is focused on; the work of investigation and verification to clarify right and wrong, to determine specifically and clearly, to conclude accurately and promptly, to ensure objectivity and humanity in the Party.
In addition, Party committees and Inspection Commissions at all levels have also strengthened inspection, supervision, and urging the serious and timely implementation of conclusions, overcoming violations, shortcomings, and limitations of Party committees, lower-level Party organizations, and Party members according to the inspection and supervision conclusion notice of the Party committees and Inspection Commissions at higher levels. In particular, the strict implementation of Conclusion Notice No. 493-TB/UBKTTW, dated July 24, 2023 of the Central Inspection Commission.
Comrade Pham Van Luong, Deputy Head of the Provincial Party Committee's Inspection Commission, said: The inspection and supervision activities of the Party in general, as well as the Party Inspection sector in particular, have made an important contribution to the fight to prevent and repel the degradation of political ideology, ethics, lifestyle, manifestations of "self-evolution, self-transformation" within the Party and the fight against corruption, waste, and negativity; to preserve the solidarity, unity, and purity of the Party; to uphold the Party's principles, discipline, and order; to improve the Party's leadership capacity and fighting strength.
In the coming time, closely following the direction of the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Inspection Committees at all levels in the Provincial Party Committee will focus on advising the Party Committee to develop and promulgate a focused and key inspection and supervision program for 2025, close to the requirements and tasks of Party building work. Focus on seriously and effectively implementing the goals and tasks of the Resolution of the 22nd Provincial Party Congress, term 2020-2025 and Resolution 03-NQ/TU of the Provincial Party Committee Executive Committee. Through inspection and supervision, positive changes must be created in the fight against corruption and waste; preventing political, ideological, moral and lifestyle degradation of cadres and Party members.
Coordinate and advise on the implementation of tasks to prepare for Party Congresses at all levels, especially personnel appraisal, personnel work of Inspection Committees at all levels; receiving, processing and resolving complaints and denunciations, especially thoroughly resolving complaints and denunciations related to Party Committee personnel and cadres under the Party Committee's management, ensuring compliance with procedures and regulations. Deploy inspection and supervision of the Provincial Party Committee's plans and programs on organizing Party Congresses at all levels for the 2025-2030 term towards the 23rd Ninh Binh Provincial Party Congress for the 2025-2030 term. Coordinate and direct the organization of Party Congresses at all levels for the 2025-2030 term according to Directive No. 35-CT/TW of the Politburo.
Closely follow the direction and guidance of the Central Inspection Commission on the professional contents of inspection, supervision and discipline work of the Party, innovate and strengthen the direction of the Party Committee and the Inspection Commission at higher levels towards the Inspection Commission at lower levels to promptly guide and urge to improve the quality of inspection and supervision work. Rotate cadres in the Inspection sector to train, foster, create sources, and prepare personnel for the Inspection Commission for the next term. Proactively advise the Party Committee to summarize the inspection, supervision and discipline enforcement work in the Party for the 2020-2025 term as a basis for building goals, directions, and tasks of inspection and supervision work for the 2025-2030 term in accordance with the actual situation of the locality and unit.
