NDO - Two Deputy Ministers of the Ministry of Information and Communications, Mr. Pham Duc Long and Mr. Bui Hoang Phuong, have just been transferred and appointed as Deputy Ministers of the Ministry of Science and Technology.
On the morning of March 1, in Hanoi, the Ministry of Science and Technology held a ceremony to announce the Prime Minister's decision to transfer and appoint Deputy Minister of Science and Technology. Minister of Science and Technology Nguyen Manh Hung chaired the ceremony.
Previously, on February 19, 2025, the Prime Minister signed Decision No. 366/QD-TTg on the transfer and appointment of Comrade Pham Duc Long, Deputy Minister of Information and Communications, to the position of Deputy Minister of Science and Technology. The term of appointment is 5 years.
On the same day, the Prime Minister signed Decision No. 318/QD-TTg on the transfer and appointment of Mr. Bui Hoang Phuong, Deputy Minister of Information and Communications, to the position of Deputy Minister of Science and Technology. The term of appointment is 5 years.
The above decisions take effect from March 1, 2025.

Speaking at the ceremony, Deputy Minister Pham Duc Long expressed his deep gratitude to the Party, Government and Prime Minister for entrusting him with the new responsibility.
In his new position, Deputy Minister Pham Duc Long proposed key tasks that need to be implemented immediately, including: Stabilizing and arranging the apparatus and human resources to ensure solidarity and cohesion to create development strength for the Ministry of Science and Technology; Synergizing science, technology, innovation and digital transformation: Using science, technology and innovation to create breakthroughs for digital transformation; using digital transformation as an environment to create breakthroughs for science and technology; Continuing to perfect institutions in the spirit of removing obstacles, promoting slow areas, accepting controlled risks. Not allowing this industry and field to be a bottleneck in the country's development.

Sharing at the ceremony, Deputy Minister Bui Hoang Phuong expressed his honor to be appointed Deputy Minister of Science and Technology.
In his new position, Deputy Minister Bui Hoang Phuong pledged to work with the Ministry's leadership and the staff of the Science and Technology sector to constantly innovate thinking and improve working methods, to make science and technology a key driving force for the country's development, contributing to the development of the science and technology sector, meeting the requirements of industrialization, modernization of the country and international integration.
Minister of Science and Technology Nguyen Manh Hung believes that with their youth, extensive experience, professional capacity and high sense of responsibility, Deputy Minister Pham Duc Long and Deputy Minister Bui Hoang Phuong will join the leadership of the Ministry of Science and Technology in solidarity, creativity, and lead the new Ministry of Science and Technology to develop strongly, contributing to the cause of industrialization and modernization of the country.
With the two decisions on transfer and appointment above, the Ministry of Science and Technology after merging with the Ministry of Information and Communications has 5 Deputy Ministers, including Deputy Minister Bui The Duy, Deputy Minister Le Xuan Dinh, Deputy Minister Hoang Minh, Deputy Minister Pham Duc Long and Deputy Minister Bui Hoang Phuong.
