Announcing the Provincial Planning and Investment Promotion of Thai Binh Province

On the morning of March 5, the Provincial People's Committee solemnly held a conference to announce the Thai Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050, and promote investment in Thai Binh province.

Deputy Prime Minister Tran Luu Quang presented the Prime Minister's decision approving the Thai Binh Provincial Planning for the 2021-2030 period, with a vision to 2050.

Comrade Tran Luu Quang, member of the Party Central Committee, Deputy Prime Minister attended and directed the conference. Also attending the conference were Comrade Tran Quoc Vuong, former member of the Politburo, former Standing member of the Secretariat; leaders of a number of ministries, departments, central agencies and provinces and cities: Hai Phong, Nam Dinh, Ha Nam; representatives of the standing agency of the Provincial Planning Appraisal Council, experts and scientists participating in the appraisal process of the Provincial Planning.

Speaking at the opening of the conference, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee affirmed: This is a political event of special importance held in the first days of the Year of the Dragon 2024. This has brought about a spirit of excitement, trust, solidarity and unity throughout the Party Committee, government and people of all walks of life. At the same time, it opens a new development stage for Thai Binh province in 2024 and the following years.

He sincerely thanked the Government, the Prime Minister, the ministries, the central branches, the localities in the Red River Delta, the experts and scientists for their support to the province in the process of developing the Provincial Planning. At the same time, he expressed his wish to continue receiving the attention and direction of the Government, the Prime Minister, the ministries, the central branches and the support of the localities in the Red River Delta so that Thai Binh province can successfully implement the goals, tasks and orientations set out in the Provincial Planning, striving to make Thai Binh a fairly developed province in the Red River Delta by 2030.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee pledged that Thai Binh province will be more innovative and drastic in its direction and administration; take people and businesses as the center of service; dare to think, dare to do, dare to take responsibility for the common interests of the province; determined to reform administrative procedures, create strong changes in the investment and business environment, improve the province's competitiveness to successfully implement the goals, tasks and solutions set out in the Provincial Planning.

Comrade Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee announced Decision No. 1735/QD-TTg dated December 29, 2023 of the Prime Minister on approving the Planning of Thai Binh province for the period 2021 - 2030, with a vision to 2050.

Accordingly, the Thai Binh Provincial Planning sets out the goal of rapid, comprehensive and sustainable development; striving to make Thai Binh one of the industrial development centers of the Red River Delta by 2030; and by 2050, Thai Binh is a developed province of the Red River Delta with a prosperous economy, progressive society and a guaranteed ecological environment. To realize the development perspective, the Provincial Planning has identified 4 growth pillars, 3 breakthroughs, 4 socio-economic spaces, 3 economic corridors, development orientations for industries and fields and 6 key tasks. The Provincial Planning also has many new and breakthrough points such as: Opening up new development spaces through "sea encroachment" activities, Thai Binh develops a marine-oriented economy to create breakthrough developments in the fields of seaports, energy, entertainment services, resorts, and marine ecology; Expanding the reclaimed space to create land for functional activities, forming a synchronous industrial - urban - service space, attractive coastal ecological landscape; building a synchronous, modern urban system with Thai Binh city as the core urban area of the province and one of the major urban areas of the region, "becoming a green, modern urban area with its own identity", being the political, administrative, economic, cultural, service, and commercial center; a landscape city on both sides of Tra Ly; developing a synchronous, modern, and conveniently connected transportation network; developing pharmaceutical - biological industry, specialized airports, railways, etc.

Speaking at the conference, comrade Tran Luu Quang, member of the Party Central Committee, Deputy Prime Minister acknowledged, highly appreciated and congratulated the outstanding achievements of the Party Committee, government and people of Thai Binh province over the past period.

Emphasizing the outstanding results that Thai Binh province has achieved, especially the results in attracting foreign direct investment and disbursing public investment capital, the Deputy Prime Minister affirmed that these are the keys for Thai Binh to open new doors and new paths for development. With a favorable geographical location; easy access to land; the attention of many generations of Party and State leaders; the solidarity, consensus and unity of the Party Committee, government and people in the province, the Deputy Prime Minister expressed his belief that Thai Binh is on the right track in the development process and that Thai Binh will have a breakthrough and remarkable development in the coming time. Regarding the implementation of the Provincial Planning, the Deputy Prime Minister requested Thai Binh to strictly follow the orientation and solutions for implementing the Provincial Planning, be flexible in organizing implementation, synchronize the Provincial Planning with the lower-level planning system and the proposed plans, and at the same time understand the planning to effectively implement it.

Speaking at the closing ceremony of the conference, comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, respectfully thanked the Government, the Prime Minister, ministries, central branches, experts, scientists, and economic organizations for their attention and support; at the same time, commended the efforts of the Provincial People's Committee and all levels, branches, and localities in the province in the process of building and completing the Provincial Planning.

Emphasizing the 8 core and outstanding points of the Provincial Planning, the Provincial Party Secretary affirmed: The Provincial Planning has concretized the development aspirations with the goal of becoming a fairly developed locality by 2030 and one of the industrial development centers of the Red River Delta; determining a new development mindset with a long-term vision, in which clearly defining the viewpoints, development plans and organizing development space in a harmonious and sustainable direction; determining major orientations to create development breakthroughs with 4 growth pillars, aiming to build Thai Binh into a leading agricultural production center, a leading industrial and energy center of the Red River Delta; identifying 3 key breakthroughs, which are synchronous construction of socio-economic infrastructure, especially traffic infrastructure connecting within the province and with economic centers of the Northern Coastal region; orienting for synchronous and comprehensive socio-economic development; build a synchronous and modern urban system with Thai Binh city as the core urban area of the province and one of the major urban areas of the region; develop a synchronous, modern and conveniently connected transportation network; open up new development space through "sea reclamation" activities. The Provincial Party Secretary also requested all levels, sectors, agencies and units in the province to urgently disseminate the core contents of the Provincial Planning to all levels, sectors, business communities and people of all walks of life; thereby creating consensus in awareness and high determination to well implement the Provincial Planning; closely follow the viewpoints, goals, tasks and major orientations of the Provincial Planning, on that basis, persistently implement the specific solutions proposed; Determine the order of priority for investment in important works and projects serving socio-economic development in accordance with the orientation of the Provincial Planning, thereby allocating resources for implementation appropriately, economically, effectively, and focusing on key sectors and fields; pay attention to resolving investment procedures and administrative procedures to provide maximum support for investors to organize and implement projects in the area. The Provincial Party Secretary also called on domestic and foreign enterprises, economic organizations, and investors to pay attention to and study the Provincial Planning, on that basis, pay attention to investing in Thai Binh in the coming time. At the same time, he committed that Thai Binh province will provide maximum support so that investors can most conveniently implement projects in the area.

At the conference, comrade Tran Luu Quang, member of the Party Central Committee, Deputy Prime Minister, presented Decision No. 1735/QD-TTg dated December 29, 2023 of the Prime Minister on approving the Planning of Thai Binh province for the period 2021 - 2030, with a vision to 2050 to the Party Committee, government and people of Thai Binh province; Provincial leaders presented decisions approving investment policies, investment registration certificates, and investment cooperation memorandums to 9 investors with a total investment capital of about 10,000 billion VND.
