Announcement of Decision to establish Inspection Team for Government Party Committee, National Assembly Party Committee

On the morning of February 20, at the Government Headquarters, the Inspection Delegation of the Politburo and the Secretariat announced the Decision to establish the 2025 Inspection Delegation for the Government Party Committee and the National Assembly Party Committee. The Conference was chaired by comrades: Pham Minh Chinh, Politburo member, Secretary of the Government Party Committee, Prime Minister, Head of Inspection Delegation No. 1908 of the Politburo and the Secretariat; Tran Thanh Man, Politburo member, Secretary of the National Assembly Party Committee, Chairman of the National Assembly, Head of Inspection Delegation No. 1910 of the Politburo and the Secretariat.

At the Conference, the Inspection Delegation of the Politburo and the Secretariat announced the Decisions to establish Inspection Delegations for the Government Party Committee and the National Assembly Party Committee.

The inspection content for the Government Party Committee and the National Assembly Party Committee focuses on the following issues:

Summary Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee “Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently” and Conclusion No. 121-KL/TW, dated January 24, 2025 of the Party Central Committee on summarizing Resolution 18, associated with the establishment and operation of new Party committees; the organization of the implementation of Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party and Conclusion No. 118-KL/TW, dated January 18, 2025 adjusting and supplementing a number of contents of Directive 35; thoroughly implementing and organizing the implementation of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; implementing Conclusion No. 123-KL/TW, dated January 24, 2025 of the Party Central Committee on the Supplementary Project on socio-economic development in 2025 with the growth target of 8% or more.

Speaking at the Conference, Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man, Head of Inspection Team No. 1910 requested the Government Party Committee and the National Assembly Party Committee to thoroughly grasp and fully implement the purposes, requirements, and contents of relevant regulations and instructions of the Central Committee, ensuring the correct time requirements; Closely follow the contents and requirements of the inspection in accordance with Plan No. 26-KH/TW dated February 14, 2025 of the Politburo.

During the inspection and discussion process, comrade Tran Thanh Man requested to be truly objective, frank, complete, and accurate. The final result is that after the inspection, new problems are discovered, creative and effective ways of doing things are synthesized, problems, difficulties, and slow things are done, especially recommendations and proposals for relevant agencies to promptly lead, direct, and guide.

The Government's report, the National Assembly's report as well as the Delegation's general report need to be accurate, objective, concise, general, clear in focus, and clear in meaning (data, evidence, results, models, etc. should be included in the appendix), to facilitate the general synthesis process of the Central Inspection Committee.

For the members of the 2 Inspection Teams, the National Assembly Chairman requested that when contacting and coordinating with the inspecting agency, they must ensure proper procedures, regulations, be scientific, serious, sincere, and definitely not cause difficulties for the inspecting unit.

We must be extremely careful in our statements and statements, especially in the report-making stage. We must carefully study documents related to the inspection content, so that during the inspection process, we can see the positive aspects, creative and effective ways of doing things, and at the same time help the agency or unit to remove obstacles and difficulties in the implementation process.

The comrades participating in the Inspection Team focused on research, fully performed their assigned responsibilities; monitored and actively participated in contributing frank opinions, clarifying limitations and weaknesses; responsibilities of the collective and individuals and proposing solutions to overcome them, ensuring that the inspection was substantive and in accordance with the regulations of the Central Committee and the Politburo.

Speaking at the Conference, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh, Head of Inspection Team No. 1908 emphasized that, regarding the request of the Politburo's Inspection Team, the Government Party Committee, the Standing Committee, and the Standing Committee of the Government Party Committee must strictly comply with and implement the Politburo's Inspection Decision and Plan, the Resolutions and Conclusions that have been announced; and request the Party Committees and Party Committees directly under the Government Party Committee to seriously implement this issue.

Comrade Pham Minh Chinh requested the Inspection Team to work seriously, in accordance with the nature of the problem, in accordance with the inspection process, and to improve quality.

Regarding the Politburo's inspection of the National Assembly Party Committee, it is recommended that the National Assembly Party Committee direct its subordinate Party Committees to make a report, on that basis, the Inspection Team will gather and study to properly implement the Party's procedures and regulations.

Comrade Pham Minh Chinh hopes that the Party Committees under the two sides will work quickly, neatly, with quality, effectively, and in accordance with regulations, thereby having a complete report that reflects the true nature of the work. On that basis, the Politburo and the Secretariat will have full information, thereby thoroughly implementing the Resolutions and Conclusions of the Central Committee, the National Assembly, and the Government.

Comrade Pham Minh Chinh noted that during the inspection process, the Inspection Team needs to pay more attention to issues of waste, backlogged and prolonged projects; cover the contents that have been directed by the Politburo and the Secretariat; and request that the two sides coordinate closely and effectively, and do well the assigned work.
