Accelerate the Science Park project
The highly interactive creative urban area in the East of the city is a 20-year vision development strategy, divided into 3 phases: Phase 1 (2020-2022), issuing plans, overall development frameworks, planning regulations...; Phase 2 (2022-2030), constructing works in innovation centers, supporting businesses to develop groups and create networks; Phase 3 (2030-2040), promoting international-scale projects, establishing global cooperation networks.
According to Director of the Department of Planning and Architecture of Ho Chi Minh City Nguyen Thanh Nha, the Eastern High-Interactive Creative Urban Area is expected to be the area leading the economy of the city and the Ho Chi Minh City region in knowledge-based economic activities such as training, research and high-tech production with many important goals: attracting 50,000 residents to live and work, including about 20,000 engineers and experts; the number of inventions and innovations increases by 100% after 5 years; forming a development land fund of about 1,000 hectares, focusing mainly on existing creative economic pillars such as SHTP...
Associate Professor, Dr. Nguyen Anh Thi, Head of SHTP Management Board, said that over 20 years of establishment, construction and development, SHTP has synchronously deployed 7 functional zones, creating a favorable environment to attract investment in high-tech development (CNC). Resolution No. 98/2023/QH15 of the National Assembly on piloting specific mechanisms and policies for the development of Ho Chi Minh City (Resolution 98) will help promote the early formation of the highly interactive creative urban area in the East of the city, including the Science Park.
To date, SHTP has attracted 160 projects. CNC product export turnover increases annually: in 2021 it reached 20.9 billion USD, in 2022 it reached 23 billion USD, and in 2023 it is expected to reach 26 billion USD.
“Resolution 98 opens up more favorable opportunities for experts and scientists to continue participating in SHTP’s activities because the city will have many mechanisms to attract the world’s leading experts and scientists to work and contribute at SHTP. The intellectuals working at SHTP have promoted their roles and experiences well and have made great contributions to the development of units in SHTP, especially in the field of research, mastering technology in a number of fields with CNC products being commercialized and helping to expand international relations…”, Associate Professor, Dr. Nguyen Anh Thi shared.
With the Science Park project, Resolution 98 will promote the formation of this park faster thanks to special mechanisms and policies. The Science and Technology Park project will be implemented in 10 years, the period 2024-2034, with an area of 194.8 hectares with functional subdivisions. The project has a total investment of about 14,700 billion VND, of which the budget capital is 13,700 billion VND, and capital mobilized from enterprises is more than 1,000 billion VND.
“Resolution 98 is coming into effect every day, so in the coming time, the construction of the Science Park will be strongly promoted, drastically removing difficulties, contributing to the city's industrial development and forming the overall picture of the Eastern High-Interactive Creative Urban Area”, Associate Professor, Dr. Nguyen Anh Thi expressed.
Forming the largest startup center in Vietnam
In the Eastern High-Interactive Innovation Urban Area, SHTP is a center for automated production and a Science Park, research and development, automated production, and innovative design to create breakthrough products. SHTP, together with Ho Chi Minh City National University, the Center for Information Technology and Educational Technology, expands research and innovation capabilities through increased cooperation and exposure to various creative industries... These two areas will form the largest startup center in Vietnam, creating a startup, business, and creative economic environment with the lowest infrastructure costs to encourage startup economic activities.
Linking technology research and training high-quality human resources
According to Associate Professor, Dr. Vu Hai Quan, Director of Ho Chi Minh City National University, the Resolution of the Ho Chi Minh City National University Party Congress has identified the general goals for the 2020-2025 period, with a vision to 2030: Breakthrough innovation in training quality, scientific research, technology transfer and community service; continue to play a core role in the Vietnamese education system, meeting the demand for high-quality human resources for Ho Chi Minh City and the southern provinces.
Regarding specific goals: By 2025, catch up with leading research universities in Southeast Asia in a number of training and research fields; by 2030, become a green, smart and friendly urban area, a core of the highly interactive creative urban area in the East of the city.
Ho Chi Minh City National University and Ho Chi Minh City People's Committee are implementing a cooperation program with many important contents such as training, fostering, developing high-quality human resources, international level for "Human resource development strategy for digital transformation of Ho Chi Minh City"; fostering knowledge, leadership capacity, advanced management, foreign languages for cadres, civil servants, and public employees based on the needs of Ho Chi Minh City; scientific research and socio-economic development of Ho Chi Minh City, proposing breakthrough models and mechanisms to solve important, breakthrough, and specific issues of Ho Chi Minh City as ordered by Ho Chi Minh City People's Committee.

According to Associate Professor, Dr. Vu Hai Quan, as the core of the highly interactive creative urban area in the East of the city, from now until 2025, Ho Chi Minh City National University will invest in building many important projects such as: investing 450 billion VND to build the University of Health, more than 400 billion VND to build the largest Innovation Center in Southeast Asia... Strive by 2025, Ho Chi Minh City National University will complete the construction of the Ho Chi Minh City National University Urban Area. In particular, when Resolution 98 is implemented with many specific mechanisms and policies, the target programs on knowledge-based economic development, scientific research, technology transfer, and innovation of Ho Chi Minh City will achieve the expected results.
Building smart cities, fast and sustainable development
The development goals towards 2030 and vision towards 2045 of Ho Chi Minh City National University have identified: Continuously innovating, creating, improving labor productivity, competitiveness; building a smart city, developing rapidly and sustainably, maintaining the role of the economic locomotive of the whole country. Thus, innovation, labor productivity, competitiveness, rapid and sustainable development - the main factors of the knowledge economy are the development goals of Ho Chi Minh City.
